The Enhanced Water Security and Sanitation Programme
(ENWASS), implemented by Deutsche Gesellschaft fur Internationale
Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ), aims at strengthening the institutional,
managerial and implementation capacities of the institutions in the water and
sanitation sector in Uganda with regard to climate change adaptation and
sanitation. Component one of the ENWASS programme aims at supporting Climate
sensitive Water Resources Management (IWRM) in Uganda.

Key Duties and Responsibilities:
- Working closely with and
coordinating with all partners in the field (health centres, local
governments, NGOs, implementing partners, UN organisations among others). - Supporting in technical
assessments, planning and implementation of field activities, especially
in regard to water supply systems. - Day-to-day supervising the
implementation sites and contractors on behalf of the project coordinator
including flagging of critical issues to the project coordinator. - Supporting in assessing
the operation and maintenance systems of the water supply schemes in the
health centres and suggesting ways of improvement for increased
sustainability. - Supporting in the
implementation of improved operation and maintenance systems as well as
capacity building of the stakeholders. - Supporting in reporting,
monitoring and evaluation. - Performing any other
duties and tasks at the request of the project coordinator. - Be prepared to travel
frequently in the project region.
Qualifications, Skills and Experience:
- The applicant for the GIZ
Technical Officer, Water Supply and Sanitation job placement must hold a
University degree (minimum Master’s degree) in relevant specialisation and
qualification (civil engineering, water engineering, hydrology or
equivalent). - Seven years of
professional working experience in a comparable position, preferably water
supply and sanitation. - Working experience with
GIZ, donor agencies, NGOs or other international organisations and with
local communities in Karamoja. - Familiar with the water
and sanitation sector in. Uganda and the relevant policies and guidelines.
- Experience in working with
district local governments. - Experience in WASH.
- Very good working
knowledge of ITC technologies (e.g. GIS) and computer applications (e.g.
MS Office). Knowledge of hydrological modelling software is an advantage. - Knowledge of integrated
Water Resources Management is an asset. - Very good knowledge oi
written and spoken English, knowledge of Karamojong is an asset. - Strong organisational and
analytical skills and ability to work well under pressure and with minimal
supervision. - Good social and
communication skills. - Ability to effectively
transfer skills and knowledge. - High degree of
self-motivation and team spirit in a multi – cultural and
inter-disciplinary team.
