About DRC:
The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
Job Summary: The Procurement
Assistant will support the West Nile region with all the procurement activities
according to DRC procurement guidelines and procedures
Key Duties and
Responsibilities:   
  • Ensure DRC rules, regulations and
    standards of procurement are upheld in all the procurement process.
  • Process purchase requisitions / orders
    within purchasing authority
  • The incumbent will invite, assess, and
    award/recommend supplier tenders, bids, quotations, and proposals.
  • Prepare and maintain purchasing records,
    reports and price lists
  • Work closely with department’s
    administration and program teams to determine procurement needs, quality,
    and delivery requirements.
  • Offer support in the development of
    specifications for equipment, materials, and services/works to be
    purchased
  • Support in tendering processes and
    identification of DRC approved suppliers.
  • Ensure DRC approved suppliers lists is
    updated at all times.
  • In charge of raising payment requests for
    processing in Arua or onward escalation to country office when it exceeds
    field authorizing limit.
  • Ensure all procurement documents are
    prepared in accordance with DRC Uganda documentation checklist.
  • Maintain and ensure that procurement file
    is correctly updated and is complete. This includes copies remaining with
    procurement department and originals submitted to finance for payment.
  • Ensure 3-way matching process before
    acceptance of suppliers invoice and delivery note.
  • Will receive and consolidate weekly
    procurement tracker and request for payment sheet from Rhino Camp,
    Kiryandongo, Koboko, Zombo, Nebbi and Yumbe and submit them to Roving
    Procurement and Logistics Officer for quality assurance and onward
    submission to Country Office
  • Will receive and consolidate monthly
    procurement reports i.e. procurement table, updated Area Performance
    Indicators reports from Rhino Camp, Kiryandongo, Koboko, Zombo, Nebbi and
    Yumbe and submit them to Roving Procurement and Logistics Officer for
    quality assurance and onward submission to Country Office.
  • Carry out any other tasks as assigned to
    you by the Supervisor and DRC management from time to time.
Qualifications, Skills and
Experience:
  • The applicant for the Danish Refugee
    Council (DRC) Procurement Assistant job opportunity must hold a Bachelor’s
    Degree in Procurement and Logistics and at least 3 years relevant
    experience with an International NGO.
  • Demonstrated ability to prioritize tasks
    and meet deadlines.
  • Prior experience working with the major
    donors, UN, ECHO, NMFA, UN & DANIDA among other donors.
  • Highly pro-active person who is able to
    work independently and at the same time a good team-player.
  • Excellent computer skills. Proficiency in
    excel is a key requirement.
  • Excellent communication skills, calm and a
    good sense of humour.
  • Proven commitment to transparency and
    accountability practices.
  • Fluent in written and spoken English.
  • Excellent interpersonal skills, cultural
    sensitivity, and demonstrated ability to establish effective working
    relations with the other team members and other stakeholders.
  • Service oriented.
  • Hold a Valid driving license.
  • Previous experience in training non-procurement
    and logistics staff is desired
