About USAID RWANU Project:
ACDI/VOCA is an
international NGO that is currently implementing the USAID-funded PL 480 Title
II Development Food Assistance Program entitled “Resiliency through Wealth,
Agriculture, and Nutrition in Karamoja (RWANU).” The RWANU Program aims to
reduce food insecurity among vulnerable rural populations in selected
sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s strategic
objectives are (1) improved availability and access to food and (2) reduced
malnutrition in pregnant and lactating mothers and children under five. The
RWANU Program takes a preventive approach to reducing malnutrition, focusing on
the first 1,000 days of life when conditional food rations will have the
highest impact. RWANU promotes diversified livelihoods strategies including
linkages to market opportunities to ensure long-term food security and
resilience to food insecurity shocks.
Job Summary: The Operations
Director will provide managerial, logistical, and administrative support
required for the fulfillment of deliverables including management of general
services/facilities and logistics. The incumbent ensures compliance with all
relevant regulations in all facilities including the Kampala office and four
field offices.
Key Duties and Responsibilities:

The incumbent supports the operational management of
the project.
·        
Assists with defining key workflows, detailed
procedures, and standard quality controls. Implements office support procedures
and recommends changes as required.
·        
Manages and maintains office management systems
including office lease, utility and service contracts, and other relevant
contracts. Conducts field visits to ensure compliance and accountability of
program resources.
·        
The incumbent provides logistical support for
events, conferences, and workshops including arranging refreshments and venues
and maintaining meeting calendar. Manages travel and accommodations for staff
and consultants.
·        
Oversees vehicle maintenance, vehicle/travel
calendar, and vehicle insurance. Ensures the proper management of the fuel
accounts and conducts spot checks. Analyzes fuel consumption within the
project. Introduces internal controls as needed.
·        
Ensures that the procurement process is systematic,
transparent, and compliant. Works with the Finance Manager to ensure that
procurements, contracts, and purchase orders are reasonable, allowable, and
allocable. Ensures timely processing of purchase requests.
·        
Establishes effective inventory system. Maintains
equipment and furniture inventory list, including location of all assets.
Regularly physically verifies existence of all inventories.
·        
Ensures, incidents involving staff and/or property
are reported.
·        
Supports the supervisor with comprehensive
understanding of ACDI/ VOCA’s liability and recommends actions to be taken to
limit risk to the organization.
·        
Ensures adequate stock of office supplies.
·        
Manages the maintenance of office equipment such as
photocopiers and scanners and ensure repairs are made in a timely fashion.
·        
Oversees the cleaning, maintenance, and repair of
all facilities including electricity supply, water and plumbing.
·        
Ensures the development, management and support of
the ICT infrastructure.
·        
Oversees and directs the operations and staff.
Plans, organizes, distributes, and coordinates the flow of work.
·        
Mentors, supervises, trains, guides, and advises
staff.
·        
Establishes work plans and annual performance goals
for each team member, ensuring timely and quality execution of group
deliverables.”
·        
Makes / recommendations concerning employment,
performance, and other personnel actions.
·        
Ensures that standard of conduct and other corporate
and applicable policies, procedures and schedules are adhered to.
·        
Recommends, approves, and implements procedures, and
schedules within limits of authority.
·        
Represents ACDI/VOCA and participates at meetings
with relevant government, donors, NGOs and other agencies and personnel to –
promote ACDI / VOCA programs, facilitate successful coordination of activities,
and ensure transparency.
·        
Develops and updates the security manual in line
with the GoU and USG rules and in accordance with the donor requirements.
Informs staff of security manual and ensures compliance.
·        
Carries out any other duties and projects as may be
assigned from time to time.
Qualifications, Skills and
Experience: 
·        
The ideal candidate for the USAID RWANU Project
Operations Director should hold a Masters’ degree in Business Administration,
Procurement and Logistics and in any other relevant field from an accredited
institution. CIPS or other recognized professional qualification preferred.
·        
At least ten years’ experience in Administration and
Procurement including three (3) years of experience at a senior level, preferably
working with an international NGO.
·        
At least three years’ experience managing a diverse
team.
·        
Working knowledge of USAID rules and regulations is mandatory
·        
Previous Security and ICT experience is an added
advantage
·        
Broad working knowledge of applicable GoU, USG, and
donor laws, regulations, policies, and practices in all areas of
responsibility.
·        
Demonstrated ability to effectively use the
Microsoft suite
·        
Excellent critical thinking skills and judgment.
Proven willingness to make timely and sound decisions.
·        
Excellent oral communication skills. Ability to
communicate, negotiate, advise, persuade, or resolve issues that are highly
complex and sensitive in nature.
·        
Ability to communicate effectively with persons on
all levels both inside and outside the company.
·        
Strong written communication skills, including
demonstrated ability to write required documents in a clear, concise,
well-organized manner.
·        
Proven ability to effectively present information
and respond to questions before public groups.
·        
Ability to work effectively in an atmosphere of
multiple projects, shifting priorities, and deadline pressure. Self-motivated
and able to follow through to end of assignments while meeting goals and
deadlines.
·        
Broad knowledge and awareness, sensitivity, and understanding
of cross-cultural issues particularly in representing a US-based organization.
·        
Ability to effectively relate, motivate and work as
a team player.
·        
Demonstrated ability to successfully manage a team
of diverse individuals. Strong mentoring and team building skills.
·        
Ability to travel as needed to the Karamoja region
for up to two weeks at a time.
·        
Fluent in English
·        
Accuracy, attention to detail.
