grown in leaps and bounds with a good track record among the pioneers of a
mortgage lending. National Housing & Construction Corporation, a parastatal
involved in real estate business has 5% shareholding and National Social
Security Fund (NSSF) holds 50% and the Government of Uganda holds 45%. Today,
the bank looks back with pride on the business accomplished in the mortgage
lending business. Through innovation and placing emphasis on Honesty,
Integrity, Efficiency and Customer care, Housing Finance Bank is the leader in
the mortgage, holding a 90% market share.

Job Summary: Job
Summary:
The Head of Human Resources will be responsible for strategic and
functional areas of all HR disciplines and provide leadership in the unit to
enable it deliver a comprehensive HR services to the Bank. He/She will be
expected to proactively advise on HR best practice and will lead the people
management functions that underpin the Bank’s business culture.
Key Duties and
Responsibilities: 
  • Take the overall responsibility for
    planning and development of the bank’s strategy for people and culture
    management.
  • Manage the development and implementation
    of a comprehensive value driven performance management system.
  • Plan and implement the bank’s learning and
    development agenda in line with the Bank’s growth & performance plans
    to ensure development of key competencies across all staff levels.
  • Take responsibility for talent management,
    recruitment, staff development, succession planning, and exit management.
  • Offer technical advice and support to
    employees on company benefits
  • Provide advice on implementation of
    HR  policies, procedures and
    processes
  • Ensure Bank policies and procedures are up
    to date and are in line with current employment law; and that line
    managers are up to date with changes to any policies.
  • Work with senior managers and advise them
    on all people issues
  • Plan and manage HR budgets
  • Manage employee relations, welfare
    services and staff engagement 
Qualifications, Skills and
Experience: 
  • The applicant should possess an honours
    bachelor’s degree in human resource management or in a related discipline.
    Masters degree in a relevant discipline and membership of HR professional
    association would be an advantage.
  • A minimum of seven years’ comprehensive
    experience in human resource management and development preferably with a
    large financial organization
  • Professional and commercial approach to
    HR, with the ability to deliver high level of employee engagement
  • Excellent communication and public
    relations skills
  • Past experience dealing with senior and
    sometimes challenging individuals
  • Possess the ability to build rapport with
    staff to nurture people and culture management in the Bank
  • Ability to represent the HR function as
    major constituent of the Bank 
    business picture
  • Confidence in directing HR and advising
    managers on all aspects of people management and development
  • Strong understanding of employment law
  • Proven and demonstrable high level of personal
    integrity
  • Ensure job satisfaction, appropriate staff
    development and reward for individuals
  • Good computer literacy skills
