About RSCE:
The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSCE will be achieved through the redeployment of resources from the regional missions it serves.

Job Summary: The jobholder will consolidate all the administrative and support functions in the areas of human resources, finance, logistics, administration and budgeting for various field missions within the Regional Service Center.

Key Duties and Responsibilities:
Under the direct supervision of the Chief Regional Service Center, the Administrative officer shall be responsible for the following duties:
1. Human Resource Management: 
  • Follow up with the Field Personnel Division on various related human resource activities e.g., recruitment, placement, performance appraisal, job classification reviews, separation of staff members, ensuring consistency in the application of UN rules and procedures applicable to HR ;
  • Ensure timely recruitment of RSCE staff, UNV, consultants and IC’s, extension of all personnel contracts and VIP requests are addressed timely
  • Update staffing tables and prepare and submit monthly status of incumbency and other reports required by various RSCE stakeholders;
2. Budget and Finance - Budget Formulation:
  • Compile and prepare budget submissions  and performance reports for submission to FBFD Follow up with various Section Chiefs , CITS and other SAUs to define the requirements and justifications.;
  • Prepare special reports, analyses/inputs to all reports to legislative bodies as assigned;
3. Financial management and cost recovery:
  • Review and approve all commitment of resources (Travel, obligations for consultants, constructions, etc.) that are in accordance with the approved budget and certify expenditures.
  • Prepare monthly monitoring report ensuring RSCE expenditure is accurately reflected.
  • Support in the development and implementation of procedures to ensure that appropriate accounting and financial management controls are consistent with UN Policy and Practices.;
4. Asset management:
  • Prepare monthly report on reconciliation of assets and RSCE staffing in coordination with the contributing missions.
  • Offer technical input into the yearly report on status of RSCE holdings and value of assets by missions;
5. General Administration:
  • Draft various types of internal and external communications/ documents including memorandums, Information circulars, administrative instructions, briefings, presentations, proposals etc.
  • Provide audit trail on each area under the Unit’s responsibility and provide timely support to the different audits Supervise staff, performance management and prioritize work load of the administration and resource management unit;
  • Perform back-up functions to other administrative service as requested by the Chief;
  • Perform other related work as required

Key Duties and Responsibilities: 
  • The candidate must hold an advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advance university degree.
  • Five or more years’ experience in administration, finance/budget, accounting, human resources management or related field. 
  • Relevant professional experience in international, governmental or non-governmental organisations.
  • Past exposure and experience working with information systems, such as UMOJA or INSPIRA, is desirable. 
  • Working knowledge of IPSAS is required.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.

About the Dispensers for Safe Water Program:
Each year, over 1.8 million children under the age of five die from diarrhea, a leading cause of which is unsafe drinking water. Dispensers for Safe Water (DSW) is an entrepreneurial team tasked with scaling the Chlorine Dispenser System (CDS) – a proven innovation that dramatically expands access to water treatment at an extremely low cost. DSW is growing rapidly: we currently serve over 650,000 people in Uganda. Our goal is to reach 5 million people in the end of 2015 in multiple countries, which will prevent 2.3 million cases of child diarrhea and avert over 2,200 child deaths each year.

Job Summary: The Associate Area Coordinator position is a key leadership role for Dispensers for Safe Water Program, assisting in the management of field activities in Eastern Uganda. As a middle level management position, the Associate Area Coordinator will lead and manage program operations for the dispenser program in a designated area/region.

Key Duties and Responsibilities:  
  • Support the Area Coordinator in building and managing the Dispensers for Safe Water program in Eastern Uganda;
  • Oversee a team of Field Officers to ensure thousands of dispenser installations across Eastern Uganda annually;

Job Background:
The Government of Uganda has, through United Nations Development Programme (UNDP) received financial support from Global Environment Facility (GEF) for a project on “Strengthening climate information and early warning systems in Africa for climate resilient development and adaptation to climate change-Uganda”.

The project is implemented by Ministry of Water and Environment (MWE) as implementing entity. The responsible partners to the project are:
  • Uganda National Meteorological Authority (UNMA);
  • Department of Water Resource Management (DWRM);
  • Department of Relief, Disaster Preparedness and Management (DRDPM)/Office of the Prime Minister (OPM);
  • Ministry of Agriculture, Animal Industries and Fisheries Resources (MAAIF) on behalf of government in collaboration with relevant partners at national and district level.

The UNMA equipment used for weather and climate observation, storage and forecasting facilities have been deteriorating over a period of time and most of it needs to be upgraded / modernised. This has challenged service delivery by UNMA. 

The main objectives of the project are:
Establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes;
Develop and disseminate tailored weather and climate information (including colour-coded alerts – advisories, watches and warnings – for flood, drought, severe weather and agricultural stresses, integrated cost-benefit analyses and sector-specific risk and vulnerability maps) to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and
Integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in priority districts in the Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions. The project is expected to be completed by December 2017.

This project has two outcome areas:
  • Enhanced capacity of UNMA and Department of Water Resource Management (DWRM) to monitor and forecast extreme weather, hydrology and climate change;
  • Efficient and effective use of hydro-meteorological and environmental information for making early warnings and long term development plans.

Job Consultancy Rationale: The fundamental problem this project seeks to address is that the current climate information (including monitoring, processing and development of tailored advisories) and early warning systems are no longer functioning as optimally and they could for effectively supporting the adaptive capacity of local communities and key sectors. Obsolete and inadequate weather and climate monitoring infrastructure limits data collection, analysis and of meteorological and climate information and specific products for planning. Most operational stations are manually operated and therefore do not report data with sufficient frequency to provide adequate lead times to respond to impending climate hazards, and measurements are generally reported days to weeks after the hazard has passed.

Key Duties and Responsibilities: 
Although the project is being implemented in Lake Kyoga catchment basin (28 districts comprising: Bukedi, Busoga, Mt Elgon, Teso, Acholi, Karamoja and Lango sub-regions), it will also rehabilitate, and provide equipment to 12 synoptic stations  and link them to National Meteorological Centre (NMC) in Entebbe through networking. However, this consultancy is expected to be carried out within Entebbe and Kampala.

Job Consultancy Objectives: The Programme Management Unit is seeking to engage a Consultant to identify, procure and install hardware and software required for modern meteorological forecasting facilities (computers, software, storage and networking) to support 12 synoptic stations and NMC at Entebbe.

Detailed Consultancy Activities:
A desk review of relevant documents (Uganda National Meteorological Authority (UNMA) Act, UNMA Business and strategic Plans); Report on the “Feasibility study on modernisation of Uganda National Meteorological Service”; UNDP-GEF Climate Information and Early Warning Systems project document, annual work plan and procurement plans;
Upgrade and update the National database and information management system from CLICOM/ASCII to an appropriate alternative modern system and link to DWRM’s water management system;
Undertake data rescue and digitisation process for UNMA and DWRM archives.

Consultancy Final Deliverables:
A concept document on methodology for the analysis and need determination;
Field visits to the synoptic stations and DWRM archives;
Interviews and consultations with operators/users of equipment;
Presentation of the findings from field visits and interviews from operators/users of the equipment;
Design, procurement and installation of the equipment;
Develop data storage and management system;
Commissioning of the equipment.

Qualifications, Skills and Experience: 
  • The applicant must hold an advanced degree in IT/computer science.
  • Proven experience of over five years in design and networking of IT systems;
  • Proven experience in upgrade of climate and hydrological data base management system;
  • Past working experience with UNDP or UN agency preferred;
  • Familiarity of software used in processing weather, climate and hydrological forecasts.
  • Language: Excellent written and spoken English
  • Competency in installation and networking of IT systems;
  • Skills in Database management software design;
  • Expert on modern forecasting facilities;
  • Computational and Analytical skills.
