About MAAIF:
The Ministry of Agriculture, Animal Industry and Fisheries received
funding from the Islamic Development Bank (IDB) to implement the Jeddah Declaration
initiative (2008) through Enhancing National Food Security through Increased
Rice Production (ENRP) project. The project is to provide short term assistance
to the Government of Uganda to withstand global food market and climate shocks
as well as medium to long term support to build and strengthen the
institutional and technical capacities, for sustained agricultural growth that
contributes to poverty alleviation and food security.
Job Summary: The Project Coordinator will be charged with
ensuring that the operational, monitoring, reporting, financial management,
procurement and outreach and communications requirements of the Project are
implemented in accordance with the project implementation manual and the Loan
agreement.
The Project Coordinator will be responsible for the following:
  • Establishing,
    coordinating and maintaining the overall operational structure for project
    implementation
  • Ensuring effective
    coordination with Agencies / Institutions responsible for the
    implementation of project components as well as coordinate communication
    with the Islamic Development Bank.
  • Seeking input from the
    executing agencies and project steering committee on (i) the annual work
    program and budget;
  • The design and
    implementation of monitoring and evaluation studies, and (iii) on
    technical issues
Key Duties and Responsibilities:
  • Ensuring that all
    payments for the project are made and arising in its oversight of
    implementation of project j components and subcomponents.
  • Preparing annual and
    quarterly work programs, budgets, procurement plan and cash flow
    projections and coordinate all project activities.
  • Ensuring linkages and
    networks with relevant organizations for effective project implementation
  • Acting as the
    Secretary to the Project Steering Committee
  • Identifying and guide
    implementation of training programmes for PMU staff, including technical
    and management aspects; and equipment/technology packages;
  • Coordinating and
    facilitate networking and liaison with other stakeholders that provide
    complimentary and synergy to the Project activities, aims and objectives
    and promote the dissemination of accurate information regarding the
    project’s activities.
  • Offering technical
    input to strategic documents, analytical work, initiatives geared to
    improve the business environment and increase enterprise growth in close
    collaboration with the implementing agencies.
  • Ensuring Project
    implementation and maintenance of an adequate control environment to
    manage the fiduciary risks of the project in compliance with the project
    operational and financial management manual.
  • Performing any other
    official duties as may be assigned by the supervisor.
Qualifications, Skills and Experience:
  • The candidates should
    be Ugandan citizens holding honors bachelor’s degree in Engineering,
    Agriculture, Economics, Management, Finance or related disciplines with
    relevant master degree.
  • At least five years’
    post graduate experience in similar projects.
  • Tailor made courses in
    irrigation/agronomy/project management will be an added advantage. He/she
    should also have good understanding of Government of Uganda and IDB
    processes and procedures;
  • Excellent project
    management skills including ability to provide strategic guidance, develop
    work plans and manage budgets and project expenditures.
  • Prior experience with
    the private sector environment and understanding of Public sector issues
    and well developed leadership, inter-personal, communication and
    negotiating skills, as well as ability to work effectively in teams and
    groups.
Age: 30 years and above
