Job Summary: The Voluntary Medical Male Circumcision (VMMC) Team Lead works under the direction of the Bio-medical & Behavioral Team Lead and provides work guidance to the SMC Specialist and SMC Specialist/Quality Assurance.

Key Duties and Responsibilities:
  • Job Holder is a key public health advisor on voluntary medical male circumcision (VMMC) for CDC Uganda supporting the PEPFAR Program in Uganda.
  • The job holder’s responsibilities include day-to-day program and administrative management, and coordination and collaboration with other PEPFAR agencies to ensure that project implementation related to VMMC programs and policies address strategic objectives and internationally recognized public health standards and best practices of this relatively new intervention within the PEPFAR HIV/AIDS prevention program.
  • Specific responsibilities focus on the implementation and expansion of activities to design, implement, coordinate and evaluate VMMC service delivery for HIV prevention and communication activities and operational research in Uganda.
Qualifications & Experience:
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education required: Completion of a bachelor of medicine and bachelor of surgery and a master’s degree in public health, epidemiology or health policy or education or public administration are required.
Work Experience required:  Five years of progressively responsible experience in a public health or development-related public or non-governmental organization is required. At least one additional year of experience at the managerial level with multiple staff is required.
Language required:  Level IV English ability (fluent written, spoken and reading). Knowledge required:  This position requires comprehensive knowledge of VMMC programming; HIV prevention, care, treatment and health systems support programs, policies, regulations, protocols and ethical considerations applicable to the development and administration of national or international public health programs. Job holder is required to have a detailed understanding of the President’s Emergency Plan for AIDS Relief (PEPFAR) and an excellent working knowledge of U.S. Government public health programs and strategies, including those supported by CDC. A detailed working knowledge of host government and international public health systems is required.
Skills and Abilities required: 
  • Strong leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required.
  • Excellent oral and written communications skills are required in order to convey program policies, progress, technical requirements and to influence other collaborative organizations engaged in VMMS prevention programs to adopt appropriate strategies for their program activities.
  • Good working knowledge of computer software programs such as word processing, spread sheets and databases is required.
  • Regular demand for keyboard with good working speed and accuracy for use in preparation of reporting documentation is required.
