Pader, Kitgum, Adjumani, Katakwi, Sembabule, Kampala and Kamwenge Districts.
Job Summary: The PMER
Officer will be responsible for design development and implementation of
effective monitoring & Evaluation; and capacity building of staff in order
to meet the accountability requirements of donors and ensure quality,
continuous improvement and impact of LWF Interventions.
Key Duties and Responsibilities:  
  • Support
    the PMER Manager to Build capacity of Country Program staff on the LWF
    PMER approaches including the Web based PMER system.
  • Supporting
    Country Program as they align to the new World Service PMER framework,
    including in the uploading and updating of project portfolios on
    the web-based PMER system.
  • Offer
    assistance to Country Program during the design-phase for new projects,
    particularly with regards the development of meaningful results
    frameworks and indicators, and linking these to Country Results Frameworks
    within the web-based system
  • Assist
    the PMER Manager to ensure alignment of M&E activities with program
    goals and contribute to the development annual work plans to
    identify projects targets and ensure inclusion of M&E Activities.
  • Work
    closely with the PMER Manager to Support the field offices to Develop and
    administer performance monitoring tools to track program
    indicators; in line with the program implementation and M&E plans.
  • Support
    the PMER Manager in tracking the implementation of the Country
    strategy through participation in the development of Country Annual plans
    (CAP) and Country Annual Targets ( CAT).
  • Support
    the PMER Manager in establishing program/ indicator M&E data bases
    aligned to the Country Results Framework.
  • Work
    closely with the PMER Manager to coordinate implementation studies,
    baselines, evaluations for the various projects.
  • Work
    with PMER manager to support the review, learning and reflection meetings
    on program/projects implementation, and evaluations.
  • Identify
    strengths and weaknesses in existing data collection and management system
    and propose solution along with the PMER Manager
  • Support
    the PMER Manager to ensure that donor and senior management data queries
    are addressed in an accurate and timely manner.
  • Perform
    regular field visits to ensure the quality of data collected by Programs
    and to verify the accuracy of reported data
  • Assist
    the PMER Manager in reviewing donor reports to ensure high quality reports
    are submitted on time
  • Work
    closely with the PMER Manager to support program teams in establishing log
    frames, M&E work plans, and targets during project proposal
    development and as well as throughout project implementation.
  • Performs
    any other official duties that may be assigned from time to time by
    the PMER Manager, or his/her designate.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Lutheran World
    Relief (LWR) PMER Officer job opportunity should hold a Bachelor’s degree
    in a development field, social science, economics, or relevant discipline.
  • At least three (3) years of progressive
    responsible professional experience in a performance monitoring and/or
    evaluation role with an international development organization.
  • Proven ability in data analysis, project
    design, monitoring, and evaluation of development activities.
  • Previous experience developing results
    frameworks, logical frameworks, or similar tools for project design is
    required.
  • Previous experience in developing and/or
    using performance management plans or similar tools is required.
  • Broad knowledge of and experience in
    monitoring and evaluating programs— including indicator development, study
    design, and data analysis.
  • Previous experience using knowledge
    management software or database is highly desired.
