Efforts for Child Empowerment (CECE) is a registered non-profit making and
Child focused NGO, based in Kiboga. It is an umbrella organization supported by
ChildFund International to support six (6) communities (Masodde, Butemba,
Kiyuni, Wakiso, Gayaza and Kinabwe) located in the districts of Kyankwanzi,
Wakiso and Luwero. Our mission is “to create a conducive environment that
supports the optimum development of deprived, excluded and vulnerable children.”
Job Summary: The Programme Officer – Sponsorship will use the Life
Stage Programming Approach to development for planning, administering,
coordinating and monitoring of all Federation sponsorship activities and
communication requirements; mentor Community Development Facilitators,
Correspondence Assistants, volunteers, and monitor programs with a goal of
becoming a “leader for children.”
Key Duties and Responsibilities:  
Sponsorship Management-
Technical Assistance:
  • Provides guidance and technical advice to the
    Federation in developing and managing Sponsorship programs.
  • Generates Sponsorship awareness and improves
    relations with Sponsors.
  • Conducts site visits to provide support,
    guidance, training, and monitoring of sponsor relation activities.
  • Work closely with the Program Officers and
    Community Development Facilitators to ensure that enrolled children and
    families participate in programs and projects delivered to their
    communities.
  • Support the design of growth plan, enrollment
    process of children and monitoring availability of the children.
  • Ensures that sponsor relations are carried
    out in a timely and professional manner and in accordance with ChildFund International
    policy.
  • Ensure that federation sponsorship program
    meets Certification Standards.
  • Ensures that Federation staff are trained in
    and fully understand internal operational policies and procedures.
Documentation and Reporting:
  • Maintaining high standard of stewardship and
    accountability for all resources entrusted to him/her.
  • Develop a good understanding, appreciation
    and adherence to child protection policies.
Training &
Development:
  • Mentor staff and Volunteers to effectively
    monitor implementation of Sponsorship programs.
  • Train and work closely with the Parents
    Associations and Community Federations in areas of needs identified.
  • Ensuring communities actively participate in
    project review and planning meetings.
  • Visiting families and communities with unique
    experiences/problems and jointly working with them to find lasting
    solutions. Support management of the Community assigned.
Representation,
Networking, and Advocacy:
  • Managing the process of partnership
    development and liaising with other sister organizations in promoting
    interests of Children and Youths.
  • Work closely with government departments and
    structures in planning and implementation of sponsorship programs in the
    Communities.
  • Provide effective representation of the
    organization interest among the partners and Networks stakeholders.
Process Monitoring and
Documentation:
  • Designing monitoring plans for the
    Sponsorship programs at the Area.
  • Conduct regular child verification to
    establish the existence of the children in the communities.
  • Ensuring timely quality and regular monthly,
    quarterly, annual and other reports.
  • Responsible for designing Child
    correspondence tracking system and monitoring effective use.
  • In charge of monitoring effective
    disbursement and use of Designated Fund Certificate (gifts for children).
  • Ensuring that child life threatening
    conditions are promptly and effectively addressed. Researching and
    documenting best practices.
  • Attend to any other duties as may be assigned
    by the Supervisors from time to time.
Qualifications, Skills and Experience:  
  • The applicant should preferably hold a University
    degree in a related field of Education, Developmental Studies, Social
    Sciences, Community Psychology, Adult and Community Education.
  • A minimum of three years of work experience
    in sponsorship programs at supervisory level. 
  • Significant experience in human relations is
    required. 
  • Significant experience working with
    non-governmental and community based organizations. 
  • Proven ability in organizing and facilitating groups. 
  • Technical expertise in managing sponsorship
    programs
  • Project Management: has a working knowledge of project
    planning, design, implementation, monitoring, and evaluation.
  • Sustainable Community development approaches;
    mobilization and capacity building.
  • Broad knowledge and understanding of child
    Sponsorship standards. 
  • The applicant must be highly reliable and
    independent, able to work with minimal supervision under pressure.

  • Possess well-developed networking abilities,
    and be able to interact well with children, adult communities, staff, and
    Community Parent’s Federation. 
  • Computer literacy i.e. working knowledge of
    Microsoft Office software (Word, Excel, and PowerPoint) and Internet is
    required. 
  • Knowledge of the local language is an added
    advantage
