Job Summary: The UNFPA
Programme Analyst will provide technical leadership in coordinating and
strengthening capacity of CO staff and implementing partners in programme
monitoring, evaluation and reporting. S/he will play a pivotal role in Quality
Assurance for all UNFPA programmes. The incumbent will also play a supportive
role to the CO Programme Specialist in facilitating the Common and Country
Programming Processes. Further, s/he will participate in building capacity and
managing UNFPA implementing partners to ensure effective and efficient
programming. S/he will be required to participate in National, Interagency and
UNFPA Regional Office technical working groups/teams. S/he will be required to work
with other UN agencies in Uganda as team; in line ‘Delivering as One’ model.
S/he will work jointly with the Government of Uganda and other relevant
stakeholders that align with the UNFPA’s programme Agenda. S/he will ensure
that the monitoring, evaluation and reporting activities are compliant with the
Result-Based Management (RBM) principles and UFPA guidelines/standards. S/he
will be instrumental in mobilizing resources from potential donors.
Key Duties and Responsibilities: 
  • Actively
    coordinate monitoring of implementation of Country Programme activities
    and outputs/results and CP financial/logistic resource utilization rates.
  • Take
    part in Joint monitoring visits, prepare synthesis reports from the visits
    and monitor the implementation of the recommendations from the monitoring
    missions
    Supports in implementing partners in establishing monitoring and
    evaluation systems, while ensuring that population, RH (including
    emergency RH) and Gender issues are well integrated in these systems
  • Works
    closely with project managers, provides technical input and building
    capacity of IPs in data collection for monitoring progress of programme
    interventions
  • Provide
    programme oversight and monitor CO’s compliance with UNFPA’s rules and
    regulations (with emphasis on adherence to NEX requirements, OFA
    management principles and management audit observations).
  • Actively
    coordinate and provide technical support in preparing programme
    implementation reports (quarterly and annual);
  • Conduct
    quarterly and annual analysis of programme reports and consolidate
    programme results by output area; Liaises with IP management to collect
    and analyze data and report progress achieved by individual projects.
  • Significantly
    contribute to preparation of UNDAF Annual Reports, Country Profiles,
    County Office Annual Report and other relevant reports as required; and
    ensure that their timely submission.
  • Technically
    support the documentation of good practices on various interventions by
    the CO, humanitarian, and government sectors
  • Actively
    coordinate and provide technical guidance to Country Programme/project
    results focused reviews and evaluations exercises.
  • Facilitate
    capacity building of IPs (particularly on M&E and reporting).
  • Participate
    in UNFPA data collection, management, analysis, storage and dissemination
    including the humanitarian assistance data.
  • Provide
    leadership in conducting periodic IP assessment exercises.
  • Continuously
    update IPs on UNFPA policies and guidelines with regard to monitoring,
    evaluation and reporting.
  • Actively
    participate in UN Joint M&E Technical Working Group (TWG);
    National/Sector Programme Development and M&E TWGs; and Regional
    Office Programme Support Team as required.
  • Technically
    support CO Programme Specialist to coordinate the development of the
    Integrated Technical, Operational and Programmatic Support (ITOPS) and
    monitor its implementation; and development, monitoring and review of the
    Office Management Plan (OMP).
  • Work
    in liaison with the CO Programme Specialist to coordinate and provide
    policy guidance in developing the National Development Frameworks
    (National Development Plans, Sector Plans and District Plans) and provide
    synthesized information on UNFPA Strategic Plan/CP focus areas for
    incorporation/integration in the national planning frameworks.
  • Actively
    participate in the United Nations Development Assistance Framework (UNDAF)
    development process (from roadmap development, country analysis, strategic
    prioritization/planning, writing UNDAF narrative and developing M&E
    Framework).
  • Support
    CO Programme Specialist to coordinate and provide technical guidance for
    the Development of the Country Programme (CP); strengthen capacity of
    staff and partners in CP Programme development processes; and facilitate
    development of CP M&E framework.
  • Support
    the CO Programme Specialist to strengthen UNFPA staff and Implementing
    Partners (IPs) capacity in developing Annual Work plans (AWPs); and
    coordinate review and compilation of the IP AWPs.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the United Nations Population Fund UNFPA Program
    Analyst should hold an advanced university degree in any one of the
    following: Statistics, Population Studies, Demography, or Public Health.
  • Hold
    a Post-graduate training in monitoring and evaluation will be an added advantage.
  • A
    minimum of five years’ experience in a related field and/or research.
  • Thorough
    knowledge and understanding of the UN system in general, and especially
    UNFPA mandate, its policies and operations and current development topics
    and political issues in Uganda will be an added advantage.
  • Excellent
    computer/information systems skills.
