About UVRI:
The Uganda Virus Research Institute (UVRI) signed an MOU with the U.S Centres for Disease Control (CDC) to strengthen capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under PEPFAR.
Job Summary: The Monitoring & Evaluation Assistant will support UVRI HRL Project in Entebbe. The incumbent’s main responsibility will be to support the M&E Officer, Quality Assurance Officer to ensure the proper functioning of all M&E/ Quality management activities performed under the project.
Key Duties and Responsibilities: 
  • Ensure that all data is properly captured using monitoring tools to track project indicators and that national-level HIV QA/ QC data are available and reliable.
  • Actively participate in field assessments and surveys, on-site mentorship, supportive supervision and M&E capacity building of site personnel to ensure full compliance with the grants requirements.
  • Assist in preparing monthly, quarterly and annual programmatic performance reports.
  • Ensure documentation of non-response for EQA participation, lessons and experiences.
  • Help in the establishment of a Monitoring mechanism to provide timely feedback to all participants on HIV QA progress at all levels of implementation and all times.
  • Maintains files and records in the M&E data collection          specific to the activities for which the jobholder is responsible. Whenever possible these records will be filed electronically and entered into the reference database.
  • Monitor Functionality and performance of laboratory           instruments installed at various sites in the country
  • Ensure that periodic updates of M & E data bases.
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Bachelor’s degree in a Laboratory related field, Statistics, Social Sciences or a related Public Health field. Additional training in M&E is an added advantage
  • Three or more years of relevant public health experience in health program evaluation activities that involve coordination with districts and other stakeholders is required. Good familiarity with PEPFAR indicators and reporting requirements is a plus.
  • Extensive knowledge of designing and implementing participatory M&E systems, data quality assurance, data dissemination and data use is required.
  • Detailed knowledge of data management processes and tools, including web-based database systems is required.
  • Prior working knowledge of HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of HIV/AIDS programs is required.
