About Self Help:
Self Help Africa Uganda, an
International Non-Governmental Organization implementing rural development
programs in Uganda at grassroots level, seeks to recruit Procurement and
Logistics Officer to handle the procurement of goods and services for
respective organizational stakeholders, as well as the management of Self Help
Africa-Uganda fleet in accordance with the procurement policies and the vehicle
policy.
Job Summary: The procurement
and logistics officer will be directly responsible for the procurement of goods
and services for respective organizational stakeholders in accordance with
procurement policies and guidelines and management of Self Help Africa- Uganda (SHA)
fleet of vehicles in a manner that will provide reliable and cost effective
transportation for goods, assets, and staff as per the vehicle policy.
Key Duties and Responsibilities:
1. Procurement:
  • Carry out timely procurement of goods
    and services based on agreed specifications in line with Self Help Africa
    procurement policies and guidelines or in accordance with donor specific
    requirements where applicable to specific projects.
  • Manage the pre- qualification and selection
    of suppliers, their evaluation and relationship with them according to SHA
    policies.
  • Development of Annual and Quarterly
    procurement plans in conjunction with Programme Coordinators and the Finance
    Manager/Officer.
  • Research, identify, and analyze current
    supplier and market trends.
  • Develop, review and implement an
    effective system for confirming and fast tracking user
    requests/requisitions, LPOs, procurement orders, in-ward deliveries of
    inventory and prompt updating to stakeholders on status of procurements.
  • Prepare contracts for specialized works
    and services (Consultancies), award contracts to selected vendors and
    monitor their implementation in line with procurement policies and
    guidelines.
  • Manage procurement systems and inventory,
    analyze procurement information for decision-making and provide
    documentation to staff in line with the procurement policy.
  • Carry out systematic and procedural
    disposal of fixed assets and obsolete inventory in line with the asset
    disposal policy.
  • Prepare monthly and annual reports on
    procurement activities in accordance with the Policies and Procedures.
2. Fleet Management
  • Develop, implement and monitor systems
    for the maintenance of good mechanical conditions of the SHA fleet of
    vehicles as per the Vehicle policy.
  • Carry out timely renewal of road
    licenses, comprehensive and third party insurance on the existing vehicles
    as per the law in Uganda.
  •  Monitor,
    manage and report on fuel usage of SHA vehicles as per Vehicle policy.
  • Facilitate staff with transport and
    monitor Motor Vehicle usage in an effective and timely manner.
  • Develop, implement and monitor
    appropriate preventative maintenance schedules for all vehicles and ensure
    strict adherence to these procedures.
  • Set up and maintain service records and
    updates on all vehicles as per the Vehicles policy.
  • Analyze Logbook information and generate
    management report on vehicle performance on monthly basis.
  • Provide support supervision to the
    drivers.
  • Executive
    any other duties assigned by the Head of Finance and Administration
Qualifications, Skills and Experience:
  • The
    candidates should possess a university degree in Procurement and Supply
    Chain Management or its equivalent, a post graduate qualification in
    Procurement and Supply Chain management is an added advantage.
  • Two
    years working experience in Procurement, Supply Chain Management with a
    reputable organization.
  • Computer
    literacy skills
  • Strong
    procurement and supply management skills.
  • Excellent
    interpersonal, written and verbal communication skills.
  • A
    valid driving permit and with not less than 5 years driving experience.
  • Must
    have analytical and report writing skills. 
  • Should
    possess high level of integrity and stewardship.
