About Project:
The project entitled
Coordinated Response to Human Trafficking in Uganda (CRTU) aims to address
human trafficking in Uganda, focusing on children from Karamoja who are
exploited to beg in the streets of Uganda’s urban centres. The project outlines
a humane and orderly reception and case management of Karimojong children who
are victims of trafficking and/or exploitation. Through the CRTU, beneficiaries
are provided assistance directly from reception in Kampala to return in
Karamoja. Based on a  detailed placement
and risk assessment conducted by Karamoja-based caseworkers, a reintegration
plan is developed for each client. Reintegration efforts include enrolling
eligible children in school, providing socio-economic assistance to beneficiary
households, as well as conducting regular follow-up visits and family
consultations.
Key Duties and Responsibilities:
  • Assist
    in coordinating, organizing and supervising the day-to-day activities of
    Kampala-based CRTU caseworkers;
  • Develop
    and maintain operational relationships with relevant stakeholders in
    Kampala, including international organizations, non-governmental
    organizations and local partners;
  • Train
    and oversee IOM and designated local implementing partners’ caseworkers in
    counter trafficking and case management based on IOM guidelines;
  • Assist
    in the establishment of a counter trafficking referral network among
    relevant counter trafficking stakeholders in Uganda;
  • Work
    with designated staff and local implementing partners to ensure
    beneficiaries are adequately counseled for health and psychosocial
    support;
  • Work
    with CRTU staff to identify challenges early and assist in resolving them;
  • Provide
    regular reports on CRTU activities, including descriptions of challenges,
    solutions and action points;
  • Work
    in close coordination with counterparts in the IOM Moroto sub-office to
    ensure complete coordinated of case management between Moroto and Kampala
    staff;
  • In
    coordination with IOM’s Administration, Finance, and Logistics units,
    ensure close monitoring of financial accountability and adequate use of
    IOM assets and resources for implementing partners;
  • Assist
    in preparing payments, receipt vouchers and funding requests as required;
  • Track
    and verify Kampala-based implementing partners’ narrative and financial
    reports;
  • Fulfill
    agreed reporting requirements on office management issues;
  • Perform
    any other duties as instructed by the supervisors.

Qualifications, Skills and Experience:
  • The
    candidate should possess an advanced degree in relevant field, including
    International Studies, Law, Human Security, Development, or Migration;
  • Two
    or more years experience with international aid and development;
  • Experience
    coordinating assistance for victims of trafficking and/or exploitation,
    including conducting assessments, individualized service plans, and
    referrals
  • Familiarity
    with IOM case management best practices and policies, including data
    protection principles
  • Experience
    leading formal and informal trainings aimed at building caseworker
    capacity;
  • Computer
    literacy skills i.e. proficiency in MS Office applications;
  • Flexibility
    and ability to work under pressure within tight deadlines;
  • Resourceful
    and strong ability to cope with physical hardship and willingness to work
    extra hours in field posting with limited direct support;
  • Solid
    team spirit and willingness to work with people of linguistically and
    culturally diverse backgrounds;
  • Fluency
    in written and spoken English is essential.
