The project entitled
Contributing to Improved Labour Market Information through the UN Joint
Programme on Population aims to develop certain key building blocks of a labour
market information system (LMIS) that can contribute to sound and
evidence-based policies on employment, particularly of young Ugandans. In this
regards, IOM will work closely with the Government of Uganda (GoU) to develop a
labour market needs assessment (LMNA) report focused on youth labour market
analysis This project reflects IOM’s intervention in outcome three of the
United Nations (UN) Joint Programme on Population’s (JPP) 2013 annual work
plan, financed by UK’s Department for International Development (DFID). The project
has a duration of six months starting in July 2013 and ending in December 2013.
The project has commenced with conducting roundtables and a training workshop
with stakeholders as well as the formation of a technical task force on LMNA.
Arising from these consultative processes, it was decided that two consultants
be hired to conduct an LMNA survey. Good quality and comprehensive labour
market information is a prerequisite for a well-functioning labour market,
employment creation and integration of employment issues in the national
development process. Efforts to collect maintain and disseminate labour market
information need to be expanded if Uganda wishes to harness the potential of
its population. The LMNA will also take into consideration internal and
external migration to support the government in the development of effective
employment and migration policy making. IOM is seeking the services of two
consultants to participate in the LMNA process. One specialist will cover the
food processing sector and the other, the hotel sector in Uganda. The
consultant will work under the direct supervision of the Project Officer and
overall supervision of the Programme Coordinator he/she will be responsible for

- Contribute
to the finalization of the LMNA questionnaire and . drafting the letters
that will be attached to the questionnaire. - Creating
a directory of employers to be surveyed. - Undertaking
all endeavours required to get the contact data of employers, depurating
data and creating a database of employer’s in the sector (in Excel
format). - Conduct
the survey in the respective sector (by personal interviews, telephone or
e-mail). - Producing
a draft report on the results of the survey in the respective sector
following the template provided by an international consultant and under
his supervision (depurating data, tabulating of results, with the support
of the IOM statistician). - Contribute
to the preparation of sectoral roundtables (contribute to the agenda,
contribute to the identification of participants, support in the organization
of the conference). - Make
a presentation at the respective sectoral roundtable on the results of the
sectoral survey, jointly with the international consultant. - Draft
a narrative report of the roundtable of the respective sector (reflecting
the content of the presentations and discussions). - Comment
on the Report on the LMNA methodology and 2 sectoral pilots in
Uganda” prepared by the international consultant. - Co-present,
with the international consultant, the results of the sectoral LMNA at the
stakeholders’ validation workshop. - Any
other duties as may be assigned by superiors.
Qualifications,
Skills and Experience:
Skills and Experience:
- The
applicant should hold a University graduate (in Business Administration,
Economics or Statistics). - Experience in conducting surveys.
- Working
experience/experience in the food processing OR hotel sector. - Good
Analytical and report-writing capabilities.
