The African Field
Epidemiology Network (AFENET) is a not for profit, networking alliance and
service organization that brings together field epidemiology training programs
(FETPs) across Africa working side by side with Ministries of Health, regional
and international partners. AFENET works to strengthen epidemiological and disease
surveillance capabilities of Africa countries that are critical to meeting the
requirements of the Integrated Disease Surveillance and Response (IDSR)
strategy, and the International Health Regulations (IHR). Established in 2005,
AFENET has supported more than 20 African countries across sub-Saharan Africa
advance their capabilities in early detection and response to infectious and
non infectious diseases. AFENET is looking to hire capable and qualified
persons into the positions listed below, to support the smooth running of the
organizations affairs at the secretariat and also in collaboration with AFENET
partners and member countries.

Key
Duties and Responsibilities:

- Be
accountable for the operation of finance processes to generate timely and
accurate financial information, reports, analyses and recommendations to
facilitate effective decision making - Offer
support AFENET managers and advisors on financial aspects of project
design ( including risk mitigation), implementation, planning&
forecasting, monitoring, reporting and delivery of results and maintaining
regular engagement with all stakeholders on all issues related to finance - Improve
the standards of financial awareness regionally (i.e. AFENET countries of
operation) by providing support in undertaking due diligence and
fiducially risk assessment and in understanding and interpreting management
information and accounting standards - Provide
capacity building as needed; to partners in budget development, financial
reporting and grants monitoring. - Develop
financial plans and monitor forecasts in alignment with organization’s
strategic and operational plans and projections. - Coordinate
and oversee AFENET’s budget preparation process and its presentation in
the various fora as may be required. - Prepare
final accounts for audit. - Liaise
with the external auditors during the audit and ensure all audit schedules
are prepared and financial reports, special analyses and information reports.
- Develop,
prepare, analyze and interpret relevant financial and non-financial
performance measures (comparative financial results and key performance
indicators) for appropriate financial decisions. - Work
with the heads of projects and technical staff; to develop and coordinate
the annual work plans and budgeting processes with partners and staff in
compliance with donor regulations. - Evaluate,
interpret and offer advice on accounting policies and procedures in
accordance with professional standards (standards for not-for-profit,
public and private corporations, and the public sector) to the
Organization. - Prepare
periodical financial risk assessment reports, financial investment reports
for the Organization’s Management and Board of Directors. - Support
the financial management, administration and implementation of AFENET’s
multiple partnerships through providing financial advice and support.
Qualifications,
Skills and Experience:
Skills and Experience:
- The
applicant should possess a Degree in Finance and or Accounting or Business
Administration with strong bias in Finance or Accounting. - Qualified
Accountant and Member of professional bodies like CPA,ACCA, CIMA and other
recognized and equivalent qualifications - At
least eight years experience serving in a similar position in a reputable
Organization. - Masters
in Finance or accounting is an added advantage - Experience
in handling multiple donor funds including US CDC, USAID, EU among others.
- Ability
to speak French and or Portuguese is an added advantage
Personal
Competencies: Establishing
strategic direction, Good financial acumen ,Understanding of humanitarian relief
and development issues, Excellent negotiation skills, Excellent Computing
skills in Microsoft Office and NAVISION accounting software , Good
understanding of the tax and social security regimes of Uganda and other
African countries
