About MGLSD:
The Ministry of Gender, Labour and Social Development, (MGLSD) with
support From the UK Department for International Development (DFID) and Irish
Aid is implementing the Expanding Social Protection (ESP) programme in Uganda.
The ESP programme is a 5 year programme within MGLSD which was launched in 2010
and is coordinated by the Social Protection Secretariat. It includes a pilot
cash transfer scheme (SAGE) providing regular cash transfers to older persons
and vulnerable families living in chronic poverty in 14 pilot districts,
reaching 15% of households in target districts. Our client Maxwell Stamp PLC
has been providing technical support to MGLSD to implement the ESP Programme
Maxwell Stamp PLC is now seeking to till key positions in the Social Protection
Secretariat on a full time basis up until February 2015.
Key Duties &
Responsibilities:
  • Monitoring progress at district,
    sub-county and parish level on a regular basis on the basis of monitoring reports
    from different stakeholders and field visits, carried out
    in collaboration with the district SAGE team
  • Ensuring that the different stakeholders
    involved in regular monitoring activities carry out their activities and
    provide timely and good-quality reports.
  • Providing detailed feedback on monitoring
    reports from (A) COO and parish chiefs and making suggestions
    tor improvements.
  • Ensuring that any relevant data for
    M&E is extracted from the MIS and used for analysis, planning and
    decision-making.
  • Preparing monthly reports on the process
    monitoring indicators, progress made according to the work plan,
    challenges experienced and solutions found.
  • Feeding any relevant information to
    district monitoring tools such as LOGICS
  • Providing inputs to quarterly review
    meetings at district level where lessons learned are discussed,
    improvements for the design and operations are made and it is strategized
    how lessons learned can be applicable for other programs at
    district and village level.
  • Ensuring that SAGE monitoring instruments
    are harmonized with other government programs and ease monitoring
    activities in other areas.
 Qualifications, Skills &
Experience:
  • An M&E Officer with an appropriate
    degree-level qualification in social sciences (i.e. economics, sociology,
    political sciences) and at least 5 years of experience in managing M&E
    systems and/or carrying out M&E related activities.
  • Strong data analysis skills and ability to
    work with data management software
  • Ability to use standard computing packages
    (MS Office pro­grammes including Word, Excel, PowerPoint, and suitable
    project planning tools).
  • Experience building capacity of government
    counterparts, mentoring and training.
  • Strong written and spoken English
  • Ability to quickly analyse, understand,
    interpret and convey complex scenarios and to strategize suitable and
    effective solutions.
  • Ability to demonstrate integrity, which is
    particularly relevant to prevention of and in response to corruption.
  • Excellent interpersonal skills such as the
    ability to collaborate with and manage other team members, GoU, service
    providers and other external collaborators
