The World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely, Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture; Market Support (AMS). WFP has operations in various parts of the Country. WFP cherishes and takes pride in its human resources; therefore we seek to recruit a competent person for the position of Senior Procurement Assistant.
Job Purpose:  The Incumbent will be responsible for Quality Assurance of grain purchased from small scale farmers. He/She wil work in close liaison with the Purchase for Progress (P4P) focal points in the field, Logistics and Programme staff to improve and maintain the quality of grain both at the farm level and at the satellite collection points.
Essential Duties & Responsibilities:
·         Train P4P Focal points on post harvest handling techniques which directly impact on the quality of grain.
·         Training of both P4P focal points and field logistics staff in grain quality monitoring at WFP stores and at Farmer Organization satellite connection points.
·         Train Farmer Organization members under P4P on post harvest handling techniques and grain quality control at satellite collection points and effective application of fumigation.
·         Implementation of effective use of the Blue Box for commodity quality verification prior to contracting Farmer Organisations to supply food commodities to WFP & further ensuring ensuring that the Blue Box is effectively applied in monitoring the quality of food delivered at Central Delivery Points.
·         In liaison with all relevant government agencies to monitor the food quality donated in kind.
·         Effectively monitor the performance of superintendants and food suppliers in order to achieve timely food deliveries.
·         Undertake inspection visits to potential new suppliers under pre-qualification process.
·         Participate in stock assessment prior to issue of food purchase lenders.
·         Undertake Food supplier audits for processed foods, grain and pulses and appropriately grade the suppliers in accordance with the conditions.
·         Monitor performance of services (superintendence and lab tests) provided by WFP appointed contractors.
·         Inspect and report on physical condition of storage facilities.
·         Through field visits, monitor & report on commodities’ condition held in storage and ensure practices, procedures  & guidelines and that adequate tools for record keeping and warehouse hygiene are in place.
·         Provide support to the contracted superintendents, lab service providers & food suppliers on the observance of WFP guidelines.
·         Coordinate food suppliers, contractors for superintendence & lab services and Logistics Unit to ensure timely delivery of services food communities in accordance with relevant contracts.
·         FollowUp on the issued food contracts / purchase orders to determine availability of food for delivery and draw up a superintendence/laboratory test schedule.
Qualifications, Skills & Experience:
·         At least a first degree obtained from a reputable institution in one of the following disciplines: Food Science and Technology , Agriculture , Industrial Chemistry of any related field ;
·         At least five years of relevant practical experience in quality assurance obtained in reputable organizations;
·         Experience in food post harvest handling.
·         Fluency in both oral and written English.
·         Good report writing skills.
·         Ability to work courteously tactfully and effectively with people with diverse nationalities and cultures.
·         Knowledge of several local languages will be an added advantage.
