Job Summary:
·         Under the overall supervision of the Representative and direct supervision of the National Program Officer-HIV/AIDS with guidance from the Team Leader Reproductive Health & HIV/AIDS, the National Program Officer Reproductive Health & Maternal Health (NPO-RH & MH) substantively contributes to the effective management of UNFPA activities in the areas of reproductive health, maternal health and HIV/AIDS.
·         He/she analyzes and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The NPO-RH & MH guides and facilitates the delivery of UNFPA programs by monitoring results achieved in the implementation, ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
·         The NPORH & MH facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government, multi lateral and bi-lateral donor agencies, Faith Based Organisations, Cultural Institutions and civil society to address emerging issues.
·         The NPORH & MH must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA mandate and is a substantive contributor to the program team in the Country Office.
Key Duties and Responsibilities:
·         Participates in the identification and formulation of the country programme and Reproductive Health (RH) component projects with a focus on maternal health, sexual reproductive health/HIV integration and youth-friendly reproductive health information and services, by compiling and analyzing information on RH, drafts RH project documents and work plans and prepares tables and statistical data.
·         The NPORH & MH contributes to focused inputs, support and monitoring of maternal health, reproductive health/HIV&AIDS dimension of UNFPA’s programme with Faith Based Organisations (FBOs) and Cultural institutions.
·         The NPORH & MH contributes to the substantive technical and quality aspects of UNFPA support to Maternal and Perinatal Death Reviews (MPDR), Youth Friendly Services (YFS), and HIV/AIDS, ensuring synergies with existing programs and linkages with partner programs and interventions.
·         Evaluates maternal health, sexual reproductive health/HIV integration and youth-friendly project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to RH status and progress reports.
·         Analyzes basic factors affecting the achievement of RH results, recommends corrective actions and follows up on recommendations.
·         Assists analysis and interpretation of the political, social and economic environment relevant to reproductive health issues and identification of opportunities for UNFPA assistance and intervention.
·         Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks.
·         Assist in preparation of briefs and inputs for policy dialogue, technical assistance coordination and development frameworks within the national and development partners’ coordination mechanisms in line with new aid environment.
·         In coordination with national counterparts and project personnel guides routine implementation of assigned projects, coordinating the delivery of project inputs, ensuring participation of national counterparts in training activities and study tours.
·         Prepares and monitors RH project budgets and expenditures through the UNFPA global financial and programme software (Atlas); and reviews funding authorisation and certificates of expenditure reports.
·         Monitors UNFPA’s programme activities by keeping close record of activities being implemented on ground, funds being expended at the project level and agreements being made with local partners.
·         Trains and guides RH project personnel and staff on national execution and programme policies and procedures; Continuously guides RH implementing partners on UNFPA programming processes including adherence to correct and timely reporting.
·         Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Country Office and drafting relevant RH materials for dissemination.
·         Supports the advocacy and resource mobilization strategy of the Country Office by compiling and synthesizing relevant background material on RH for use in discussions and public events. Establishes and maintains network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events. Assists in building strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions.
·         Supports UNFPA’s efforts for accelerating the institutionalization of maternal health, SRH/HIV integration and youth-friendly services in the education, health and community services sectors; and in establishing and/or improving the quality and quantity of participation in sectoral and civic processes, generating evidence on effective and efficient models for service delivery and increasing access to and utilization of RH services more so among vulnerable populations.

Qualifications, Skills & Experience:
Academic Requirements: advanced university degree in medicine, public health, social science or other relevant field.
Experience: 5 years professional experience preferably in programme/project management in the public or private sector.
Languages: Fluency in oral and written English.
Computer skills: Proficiency in current office software applications.
