Procurement Assistant Job Opportunity at Ministry of Energy & Mineral Development

Introduction: Government of Uganda through the Ministry of Energy & Mineral Development requires the services of qualified and experienced persons for the posts indicated below to work at the Petroleum Exploration & Production Department (PEPD), Entebbe. These persons will report to the Commissioner, Petroleum Exploration & Production Department.
Objective of the Assignment: The Procurement Assistant will work under the Procurement Officer to take forward the procurement aspects of the department and in accordance with the procurement plan.
Duties and Responsibilities:
·         Assist the Procurement Officer in managing procurement of goods, works and service in accordance with the department’s procurement plan in an efficient manner, to achieve value for money.
·         Assist in managing procurement and disposal activities in the department in accordance with the PPDA Act.
·         Assist the user units in the department to initiate, prepare and update procurement plans in consultation with the Procurement Unit.
·         Provide guidance and/or coordination of collection of inputs for preparing terms of reference and schedules of requirements specifications.
·         Assist in preparation of requests for quotations, proposals and other bidding documents.
·         Assist in coordination and/or administration of the preparation and issuance of solicitation/bidding documents, advertisements of bid opportunities, issuing bid documents to the prospective bidders and receiving bids, public bid opening as well as providing clarifications where necessary.
·         Assist in coordination of the bidding process and presentation of Bid/Proposal Evaluation Reports and Award Recommendations.
·         Perform any other duties assigned by the Management.
Qualifications, Skills & Experience
·         A diploma in procurement and supply chain management or equivalent from a recognized institution (with minimum of a credit).
Age: Not exceeding 25 years.
Duration of the Assignments: Two years contract (with 6 months’ probation period), renewable upon satisfactory performance.
