Monitoring and Evaluation Job Opportunity at University Research Co., LLC (URC)

Duty Station: Uganda
University Research Co., LLC (URC), a US based public health organization working in Uganda since 2005 is seeking qualified candidates to implement a 5 year USAID funded technical assistance programme for the Uganda National Tuberculosis and Leprosy Programme (NTLP), subject to award of the grant. The goal of the activity is to increase Tuberculosis (TB) case detection (CDR) and Treatment success rate (TSR) in Kampala and districts with existing USAID supported TB programmes to meet the National targets for reducing the burden of TB; MDR TB and TB/HIV through strengthening the Uganda National TB Programmes leadership capacity. The following positions will be based in Kampala.
Monitoring and Evaluation Specialist (1 position)
Job summary: The M&E specialist will be responsible for developing/strengthening reporting systems and indicators to ensure quality, timely, and accurate data collection, including baseline values as is appropriate to track progress in meeting program objectives.
Key Duties & Responsibilities
  • Ensuring that the NTLP structures within the project scope have the capacity to use the monitoring and evaluation tools for TB management.
  • Visit field programs regularly to ensure that M&E procedures are being carried out in accordance with plans, to provide additional monitoring support, and to conduct evaluations, as needed.
  • Work with program staff to develop a specific monitoring and evaluation plan for all existing programs and for all new programs.
  • Assist program and technical support staff in new program development, ensuring that all program proposals include clear goals, objectives, outputs, indicators and targets as well as plans and sufficient budget for monitoring and evaluation.
  • Participate in assessments for new interventions as needed.
Qualifications, Skills & Experience:
  • Master’s Degree in Development Studies or any relevant discipline;
  • Demonstrated academic and practical skills in monitoring and evaluation of HIV/AIDS, RH/FP, and/or other relevant services, including maternal health, malaria and TB or related areas in developing countries.
  • Demonstrated practical skills in data analysis and report writing.
  • Familiarity with PEPFAR indicators and reporting requirements as they pertain to TB/HIV
  • S/he will have oversight of country level monitoring and reporting to the Mission or (as necessary) USAID/W through the Country Operational Plan.
  • Proficient in relevant computer applications and databases
  • Strong analytical, oral and written communication skills
