About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).
Job Summary: The
Controls and Instrumentation Engineer will actively participate in the design,
construction and safe operations of the Oil Refinery and support the
development, operationalization and management the Kabaale petro-based
Industrial Park.
Key Duties and Responsibilities:
- Lead control and instrumentation engineering teams on multiple
assigned projects in a timely, safe and cost-effective manner. - Provide input to scope and design of assigned projects and identify
Front-End Engineering & Design (FEED) and implementation deliverables
necessary for the control and instrumentation scope of the project. - Participate in the implementation of instrument detail design on
P&IDs. - Review instrumentation and control deliverables such as instrument
datasheets, instrument index, sizing calculations, cause and effect
diagrams, control narratives, functional checkouts, control system
architecture, & control panel design. - Participate in the selection and specification of process
instruments and electronic transmitters for pressure, temperature, flow, position,
composition analyzers, etc. - Attend/support Process Hazard Analysis and other process safety
assessment, evaluation, and design sessions. - Provide inputs in the project-driven scoping, specification, and
configuration of process control (DCS, ESD, valves) and Safety
Instrumented Systems (SIS), including Fire & Gas systems - Reviews and performs technical evaluations on documentation for
instrumentations and controls requisitions. - Prepares instrument & control material take-off.
- Review construction work packages to ensure quality deliverables are
available for the Construction group. - Participates in the Factory and Site Acceptance Tests for controls
equipment. - Prepare and implement inspection and maintenance schedules of the
control equipment and instrument installations, in accordance with the
manufacturer’s specifications. - Any other duties as may be assigned.
Qualifications, Skills and Experience:
- The applicant for the Uganda Refinery Holding Company (URHC)
Controls and Instrumentation Engineer job must hold an honours bachelor’s
Degree in Electrical and electronic engineering/applied physics/ chemical
engineering/computer engineering/mechanical engineering/systems
engineering or other relevant degree from an accredited institution. - Registration with the Uganda Institute of Professional Engineer
(UIPE) or Engineers Registration Board(U) or the equivalent is an added
advantage. - At least five years of experience in detailed engineering design and
or maintenance in the refining, petrochemical, or manufacturing industries
as a Control and Instrumentation Engineer or other relevant industry. - Work experience with APC, DCS, PLC and SCADA systems is a must have.
- Familiar with international codes, standards and recommended
practices standards like IEEE, IEC, NFPA, ANSI/ISA, API, etc - Project management experience within cost and time constrained
environments - Good understanding of the relevant health and safety regulations and
quality standards - Must be self-motivated, results oriented, and be flexible to work
well under tight schedules in a fast-paced multi-disciplinary team
environment
