About US:

Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.

Job Summary:  The Financial and Economic Analyst will
actively contribute to the achievement of the mandate of the Investment
Planning and Promotion department through financial and economic analysis of
projects.

Key Duties and Responsibilities: 

·        
Maintain
records of projected statistics such customer numbers, operations and
maintenance costs, expected revenues of projects at packaging and after
implementation of projects.

·        
Research
on initiatives to incorporate Productive Use (PUE) of Energy into planning of
projects

·        
Participate
in District meetings to ensure that District Plans are obtained

·        
Coordinate
with other relevant stakeholders to ensure their PUE plans are obtained

·        
Coordinate
between REA and SPs on issues related to tariff and energy needs in the SP’s

·        
Participate
in interdepartmental consultative Meetings during project preparation

·        
Research
on Business approaches to low cost technologies through benchmarking

·        
Draft
project financing proposals

·        
Prepare
performance review/completion reports for projects in line with GoU Guidelines

·        
Keep
record of the viability of all STs as indicated in the Master Plan

·        
Research
on best practices of managing rural electrification STs

·        
Maintain
an up to date database on costs of construction works, consultancies, tariffs
charged, alternative sources of energy

·        
Participate
in preparation of feasibility studies for identified projects

·        
Confirm
that the project designs are informed by demand forecast studies

·        
Participate
in the drafting of TORs for Consultants

Qualifications, Skills and Experience: 

·        
The
applicant for the Rural Electrification Agency (REA) Financial and Economic
Analyst job must hold a Bachelor’s degree in Economics of Finance from a
recognized University; a Masters in Economics, Finance or any other closely
related discipline would be an added advantage.

·        
At least
five years of working experience in energy in either multilateral or bilateral
donor’s institution, government institution responsible for infrastructure or
energy utility.

·        
Knowledge
of the energy sector and possession of experience in the preparation of energy
sector feasibility studies.

·        
Knowledge
of the use of statistical software for data analysis.

·        
Ability
to carry out bench marking studies.

·        
Demonstrated
ability to pay attention to detail, strong persuasion and negotiation skills,
excellent communication and presentation skills.

·        
Ability
to multi-task and meet strict deadlines.

·        
Strong
team player skills and possession of a demonstrated ability to manage
stakeholders.

·        
Willingness
to work long hours, when necessary and flexibility to travel for upcountry
assignments.

·        
Age: Below 35 years
