Development department (R&D) is responsible for the rigorous development
and evaluation of a holistic, multi-level and interconnected care system with
interventions focused on child protection, education and psychosocial support
and supportive approaches enabling accessibility and quality.
Job Summary: The Grants Acquisition Specialist (GAM) is
responsible for identifying and developing concept note and project proposals
for grant awards. The Specialist will strengthen fundraising opportunities
with strategic partnerships,
institutional and other donors in Uganda so as to mobilise resources for War
Child Holland, programming. (S)He will be leading the development of the
resource mobilisation/fund-raising competencies and capacity and coordinating
the compliance and reporting for grants, in close collaboration with
stakeholders and WCH counterparts.
Key Duties and Responsibilities:
- Donor engagement/portfolio coordination, compliance, coordinate and
identification of new donors. - Design and update country specific program funding strategy with WCH
Uganda team. - Maintain mapping of key humanitarian actors, especially those
relevant for War Child Holland’s
programming. - Identify, build and maintain partnerships that show potential of
achieving shared goals. - Upstream donor identification, diversifying range of contacts and
opportunities and working with Country team to further afield. - Build WCH profile and connections to position better for working in
consortia, both as lead and sub-contractor. - Contribute to strategic thinking on resource
mobilisation/fund-raising in cooperation with the team and ensure this
feeds into global, regional and country strategies and guidance.
Concept note and
proposal development.
- In collaboration with the Team, lead the development of concept
notes and project proposals; - Support War Child Holland on grant management including;
- Donor policies and project administration/reporting requirements;
- Have the necessary templates, tools, etc. to comply with these;
Support to comply
with, or negotiate changes, to donor requirements that will facilitate project
implementation;
- Liaise with Head Office in reviewing and approval process of donor
and partner contracts, proposals and reports that cannot be approved at
Country level and guiding the Team and to ensure the safe guarding of all
grant related documentation;
Competency and
capacity-building
- Lead the development of staff knowledge and skills related to
resource mobilisation//fund-raising, project design, proposal writing and
grant project administration including donor policies, project
administration, reporting requirements, and WCH operational standards and
policies. - Support in conducting needs assessments, partnership assessments,
monitoring and build consortia, review lessons learnt and best practices,
conduct stakeholder analysis, develop logframes, Theory of Change, Risk
Management Plans, Organisational development plans & MEL plans. This
includes co-facilitating project design workshops with CD/PM. - Work with Country team to develop “generic” Concept notes in line with country strategy and
coordinate with the team and others to share lessons learned;
Representation and
networking
- Participate in and contribute to relevant internal networks, such as
on partnerships and fundraising; - Represent WCH in relevant resource mobilisation / fund-raising fora,
including relevant donor meetings as required and at the international
level when appropriate and in consultation with Program Manager. - Identify and contribute to fund-raising initiatives by INGO
consortia in Uganda;
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in International Business
& Development, or equivalent demonstrable experience in proposal
development and management for social work and community development
projects. - Five years work experience in the area of fundraising with
institutional donors and grant and partnership management; - Knowledge of and experience in humanitarian programmes in Uganda;
- Knowledge of and demonstrated experience on partnerships with at
least 2 of the following donors: European Commission, ECHO, DFID, USG
(including USAID) and UN agencies; additional experience with other donors
such as SIDA, SDC and GAC is desirable; - Familiarity with key actors and demonstrated experience in
developing, building and maintain strategic partnerships with these
actors; - Proven track record in design and writing of winning grant proposals
responding to grant solicitations in a limited amount of time; experience
with technical programs in child protection, education and or MHPSS an
advantage; - A good understanding of humanitarian principles and established
international standards in humanitarian settings for refugees and other
marginalised populations, especially children and youth; - Experience of resource mobilisation/fundraising competency and
capacity building including facilitating learning, coaching and supporting
learning across multiple stakeholders. - Good negotiation, coaching and influencing skills.
- Relationship-building, diplomacy and networking skills.
- Excellent English writing ability and verbal skills for project
proposals, reports and communications - Politically and culturally sensitive with qualities of patience,
tact and empathy - The ability and willingness to be flexible and accommodating in a
difficult and sometimes insecure working environment. - Ability to work well under pressure with diverse teams from all
backgrounds and level - Proactive and able to work independently with minimal supervision
