WASH Technical Officer
GOAL is currently seeking to hire a competent person to join

WASH Technical Officer
About the Role
The WASH Technical Officer will be involved in the synthesis, design, procurement of
consultants and contractors, supervision of construction, and support the
monitoring and evaluation of the programme activities.
Key Duties and Responsibilities:
Design
of engineering projects
- Be involved in the preliminary planning of
engineering projects; needs assessment, WASH surveys, technical data
collection and desk studies - Be involved in the collection of data,
data analysis, manipulation and simulations to use in the design of
engineering structures - Be involved in the write-up of planning
and design reports - Develop technical drawings, BOQs and
technical specifications for projects - Be involved in the approval processes of
engineering designs following established professional protocols - Keep abreast of relevant technical design
guidelines, project implementation guidelines, design standards and
national policies in the water and sanitation and construction sector.
Monitoring
and Supervision
- Effective supervision of contractors to
execute works in accordance with the technical specifications - Be responsible for directing contractors
to identified beneficiary villages for new construction projects - Work with the contractor’s Hydrogeologist
in siting wells

Carry
out assessments on existing boreholes for rehabilitation
- Oversee general construction works under
the project - Ensure that the drilling contractor
collects and submits required technical data in a timely manner - Conduct frequent field-level monitoring
and provide feedback to the WASH programme manager
Documentation
and Learning
- Provide activity, weekly, monthly,
quarterly and progress reports - Oversee the implementation of new
technological innovations in WASH - Provide Monthly Log-frame reports/activity
reports to the Programme Manager using agreed formats - Collect and document all snags on the
works and ensure their rectification as per the contract terms - Ensure that communities are involved in
the monitoring of the construction

the water points database

Fill
out forms required by the DWO to update the Water Atlas and standard
supervision forms
Programme
strategic development support
- Be involved in feasibility studies of
proposed projects - Be involved in the design, implementation
and evaluation of pilot projects - Contribute to the WASH strategy and
reviews
Procurement
and Finance
- Aid the procurement of all construction
projects and observe compliance on all procurement procedures - Prepare completion certificates for works
supervised - Be involved in the planning of budget
activities and their periodic review
Qualifications,
Skills and Experience:
Essential
- Degree/ Higher Technical
Diploma in Building and Civil Engineering/ Water Engineering or related
discipline - Demonstrated experience in
the design and supervision of construction works especially WASH projects - Ability to establish and
maintain effective working relationships in a multi-cultural environment - Excellent ability in use
of Word, Excel, PowerPoint, Outlook and aptitude to learn to use new
software - Ability to use drafting
and design tools; AutoCAD, Epanet etc - Highly organized and able
to manage multiple, simultaneous demands and able to work in a fluid
environment and adhere to deadlines - Excellent written and verbal English language
skills - Possession of a riding permit (Class A) and
Ability to ride a motorcycle is required for this job
Desirable:
- Demonstrable, relevant
experience in an international NGO and/or in developing countries. - Specific technical
knowledge or experience of INGO approaches, thematic areas or countries - Knowledge of the following
community-based approaches is an added advantage; CLTS, Sanitation
marketing, Hand Pump Mechanics Associations

GOAL
Established in 1977, GOAL is an international humanitarian
agency, with a global team of 2,400 personnel, dedicated to alleviating the
needs of the most vulnerable communities. Currently operating in 13 of the
world’s most vulnerable countries, GOAL delivers a wide range of humanitarian
and development programmes, ranging from humanitarian relief in disaster situations,
to focusing on nutrition, food security, and building greater resilience and
sustainable livelihoods.
General description
of the WASH programme:
GOAL has
been implementing WASH programs in Uganda since 2003. Historically, GU started implementing WASH projects in
Northern Uganda (Pader District) during emergency response to the insurgency
caused by Lord’s Resistance Army (LRA) rebels. As the context changed in 2007 GU focused on implementing WASH to
support transition and crisis recovery for vulnerable individuals returning to
their homes and/or new settlements closer to their places of origin. In 2012, GU WASH programming changed
from direct implementation to working through national civil society partners.
Currently the GOAL’s WASH programming
is operational in 5 districts including Abim, Kaabong (Karamoja – North East),
Agago (Acholi – North), and Bugiri and Namayingo (Busoga – South East).
GOAL’s WASH
programming in Uganda focuses on six thematic areas of (1) safe water supply,
(2) Sanitation Promotion (3) Hygiene Promotion, (4) Operation & maintenance
(5) Coordination & Networking and (6) Mainstreaming cross cutting issues.
These thematic areas are complementary and essential for effective WASH Programming
and contribute towards reduction in morbidity and mortality associated
diarrheal diseases. By implementing
these interventions, the WASH Programme consequently improves the health status
and quality of life of the poor and vulnerable within the targeted communities
in GOAL’s 5 WASH programme districts of Uganda.
Remuneration Package
and Benefits
Our package includes a competitive salary, health insurance
cover for up to 3 dependents, comprehensive 24 hour personal accident cover,
terminal benefits equivalent to one month for each completed year of service
and our working hours provide for a half day on Fridays. GOAL promotes a learning and development
