Job Summary:  The senior procurement officer coordinator will ensure that procurement planning for Watoto Ministries is undertaken based on market research and implemented in accordance with the operational plans.

 

Key Duties and Responsibilities:

Market Research and Procurement Planning

  • To manage market research on prices for goods and services and ensures value for money for Watoto procurements.
  • To develop, maintain and update an annual Master Procurement Plan based on any changes to the budget as approved by the Church Council.
  • To manage prequalification of service providers based on the established policies and guidelines.
  • To establish procurement performance indicators and milestones to be used in monitoring and assessing progress in the implementation of the Annual Master Procurement Plan.
  • To ensure that market structure and commodity variances are continuously monitored and verified with appropriate stake holders.

Procurement Processes

  • To develop quarterly procurement work plans and ensure that all procurement operations are carried out in accordance with the procurement plan as approved by the Church Council.
  • To ensure compliance to the procurement and disposal policy and standard operating procedures.
  • To support senior and line managers by providing them with expert guidance to understand and implement procurement policy effectively.
  • Ensures that the procurement calendar is respected and there is timely delivery on planned activities.
  • To coordinate negotiation processes where necessary and continually source for cost-effective supplies.
  • Participates in contracts evaluations and ensures they have clear terms of reference.

Human Resource Management and Development

  • To ensure that new staff in the department are properly oriented and performance standards well explained.
  • To train, coach and mentor’ staff under your supervision in the department and campuses to deliver high performance.





Qualifications, Skills and Experience:

  • The applicant for the role should hold at least a Bachelor’s Degree in Procurement, Business Administration (Procurement), Economics or other relevant discipline.
  • At least five years’ working experience in a busy and large organisation.
  • Membership in a professional procurement body.
  • Computer literacy in MS office, MS project and database management
