MCHIP is USAID’s global
maternal, neonatal and child health integrated technical support program. In
Uganda, USAID has requested assistance from MCHIP to strengthen the country’s
routine immunization system by providing technical assistance to the Uganda
National Expanded Programme on Immunization (UNEPI) at central level and in
select districts. MCHIP/Uganda’s emphasis is on operationalizing the country’s
national routine immunization strategy, Reaching Every Child (REC), by
introducing strengthening elements of Quality Improvement (QI).

Summary: The ME&L officer will lead MCHIP/Uganda in
use-of-data capacity building and mentoring efforts at different levels of the
health system, as well as managing internal monitoring/evaluation and learning
needs—which include capturing systematic documentation of activities and
progress.

- Using
creative low cost methodologies and existing structures such as review
meetings and supportive supervision, build capacity of and mentor
district/facility coaches and QI team members (including HMIS
officers/biostatisticians) in data collection, analysis, and use for
decision-making (including EPI monitoring charts, plan-do-study-act run
charts, median calculations, trend/shift identification,
designing/testing/documenting a continuous data quality self-assessment
“lite” approach) - Take
lead in revising and updating the project’s internal M&E plan - Oversee
project documentation, both quantitative and qualitative, including the
development, by sections, of a QI-REC “How to” guide.
Qualifications,
Skills & Experience:
Skills & Experience:
- A
minimum of five years of experience in primary health care and the Ugandan
health system, preferably with immunization-related experience - Strong
facilitation skills, including experience in leading capacity building
efforts; proven experience in coaching/mentoring and use of adult learning
techniques to build capacity of health workers - Experience
and strong knowledge in M&E activities and data management skills
including DQS - Demonstrated
advanced writing and computer skills for documenting project activities - Familiarity
with quality improvement an asset - English
fluency in reading, writing, speaking.
