15th December 2011. The grant is
intended to support strengthening the national and community health systems to
improve service delivery and reporting.

Job
Summary: The M&E
focal person will be the team leader for the RPMT in line with the Uganda
Global Fund Health Systems Strengthening interventions. He/ She will be responsible for ensuring that
the other team members carry out their work as stipulated. The position holder
will be required to spend 30% of the time on leadership and management responsibilities
and 70% on purely M & E function.

- The
M&E Focal Person Coordination of the entire Regional Performance
Monitoring Team to ensure that it functions as a unit. - Management
of the RPMT staff, including handling administrative issues, staff
appraisal, work schedules and resource allocations. - Coordinating
implementation of the M&E Plans for the Health Sector Performance and
Monitoring Plans (HSSIP), HIV/AIDS, malaria, Tuberculosis Reproductive - Health;
- Coordinate
regular tracking of relevant core HIV/AIDS, TB, Malaria and HSSP M&E
indicators to inform the review of the national level programs in line
with the expectations of the “Three Ones Principle” and the Global Team
recommendations of program alignment. - Organize
and participate in site visits/support supervision to provide training and
ongoing mentoring to core program staff at district, facility and
community levels within the region. - Coordinate
quarterly M&E plan performance reviews and feedbacks to stakeholders. - Coordinate
regular identification of best practices and lessons learnt, weaknesses,
and Technical Assistance needs in line with the national M&E
requirements. - Responsible
for coordinating submission of quarterly, semester and annual program reports
to Ministry of Health (FCO) and disease specific programs to enhance
speedy consolidating of the reports. - Serve
as a technical representation for MoH/FCO at the Regional partner Malaria,
HIV/AIDS and TB M&E meetings. - Provide
guidance on M&E policy guidelines and standard operating
procedures. - Perform
any other duties as assigned by FCO.
Qualifications,
Skills and Experience:
Skills and Experience:
- The
job holder should posses an MBChB, Bachelors in Nursing, Economics or
Demography and a Masters degree in Public Health, Demography, Epidemiology
or the equivalent. - At
minimum of five years of postgraduate working experience with bias in
M&E and health planning management is required, 2 of which should have
been in a management - /
team leader position (similar staff numbers and expertise). - Experience
leading long-term projects. - Prior
work experience in a rural health setting is an added advantage. - Demonstrated
strong facilitation, relationship building, negotiating and influencing
skills especially within a complex public, private, donor, and implementing
partner environments. - Self-starter
with competence to assess priorities, manage a variety of complex
activities in a time sensitive/emergency environment, and meet competing
deadlines and ability to work with minimum direct supervision - Experience
in handling, managing and analyzing multiple datasets, within the health
setting is a requirement since practical knowledge of related issues are
what shall need to be addressed by the RPMT team. - Experience
and knowledge of HMIS structures and operations is a pre-requisite given
the fact that all health facilities at a minimum report via the HMIS. - Knowledge
and experience with other functional and established systems is an
additional advantage. - Strong
and demonstrated writing skills are required, considering this is the
person responsible for consolidating technical reports. - Computer
literacy is a MUST. - Demonstrated
strong leadership skills and a supportive management style are required.
