Job Summary: The WASH
Officer is responsible for monitoring WASH activities in the field to ensure
they are implemented according to the project proposals. S/he will actively co-ordinate
with other emergency team members and other Plan staff, to ensure a rapid,
proportionate and effective response. Under the supervision of the WASH
Specialist, s/he will also play an active role in technical co-ordination,
support and advocacy with local WASH clusters and other relevant technical
agencies.
Officer is responsible for monitoring WASH activities in the field to ensure

Key Duties and Responsibilities:
1. Assessment: Under the direction of WASH Specialist;
- Take
part in needs assessment. - Represent
Plan to stakeholders and Governmental and non-Governmental agencies (and military
where present) for the purposes of the WASH aspect of the assessment. - Conduct
day WASH assessment in the camp and report to the Specialist.
2. Programme Design: Under the direction of the WASH Specialist:
- Actively
contribute to WASH project design - Select
and design water systems including source selection (ground water, surface
water), abstraction, storage, treatment and distribution for new systems
and/or the rehabilitation of old systems. - Select
and design the most appropriate form of sanitation system (to include
excreta disposal, vector control, solid waste disposal, drainage) taking
full account of local conditions, resources, customs and cultural norms. - Select
and design, in collaboration with other actors a suitable hygiene
promotion strategy. - Ensure
that issues of protection, gender, livelihoods, DRR and environmental
impact, operation and maintenance and sustainability are factored into the
program design. - Ensure
Sphere standards both qualitative and quantitative are considered and any
departures documented. - Draft
program Plan, concept papers, and proposals in respect of the above.
3. Response Management and
Implementation:

- Work
in liaison with the relevant implementation manager(s) to ensure that the implementation
of WASH activities are planned and implemented in a phased and prioritised
manner in full consultation and co-ordination with all relevant agencies
both governmental and non-governmental. - Ensure
children and youth, gender, and disability issues are fully considered
throughout the project cycle with women & children being enabled to influence
decision- making around WASH issues - Offer
technical oversight of WASH interventions - Design
appropriate monitoring and evaluation systems for WASH interventions - Implement
and document qualitative monitoring of WASH interventions - Supervise
service providers including contractors et al to check for compliance to
project goals and organizational principles
4. Response Reporting &
Evaluation:

- Evaluate
the implementation of Plan WASH activities and draft recommendations for improved
WASH program design - Draft
WASH interventions reports to serve as standalone deliverables or to be
included in larger emergency response reports for both donor and internal
purposes.

- Routinely
provide regular updates
to Emergency Response Manager and team on progress, priorities and constraints verbally and
in writing. - Represent
Plan to governmental and non-governmental groups as needed and agreed with the Emergency Response
Manager. - Represent
Plan in WASH Cluster activities.
5. Human Resources and
Administration: Coordinate and/or implement training and
briefing of Plan staff and stakeholders on WASH issues.

Qualifications, Skills and Experience:
- The
candidate should preferably hold a Bachelor’s degree in Water &
Sanitation and Environmental Studies, Civil Engineering. - Three
or more years’ humanitarian aid experience in the WASH sector applied in
emergency response operations. - Environmental
health engineering or relevant WASH specializations (level of academic training
needed will vary according to situation, wide technical experience will be
necessary). - Adequate
knowledge in Hydrology, hydrogeology, water quality and testing (as
needed), Construction including supervision. - High
level of awareness of environmental health issues as applied to emergency
settings, with special attention to the needs of women and children.
