Job Summary: The Monitoring, Evaluation and Learning
Advisor will be responsible for elaborating systems for crosscutting
programmatic monitoring, evaluation, and information management, defining how
collected information will be reflected upon, used for continuous improvement
of ongoing programming, and incorporated into consistently high quality
reports. S/he will be responsible for developing, along with project staff and
technical support staff, the fully integrated Monitoring and Evaluation (M&E)
system for the program. In addition, the incumbent will be responsible for
putting in place a structure that will ensure that organized and actionable
M&E information is provided.
Key Duties and Responsibilities: 
·        
Manage
the Development and implementation of a robust MER system
·        
Technically
support the development and implementation of appropriate plans to monitor
progress, evaluate effectiveness, and disseminate achievements
·        
Maintain
data collection systems, ensuring that all necessary information from routine
reporting is collected, analyzed, and used in guiding project planning
·        
Carry
out appropriate analyses, including the use of I complimentary data sets and
secondary analysis
·        
Develop
technical capacity of professionals/ M&E officers engaged in implementation
of the M&E system at both program and project level
·        
The
incumbent will be responsible for the development and institutionalization of appropriate
systems and tools for data quality assurance
·        
Engage
in discussion with other organizations for developing and promoting good
practices for monitoring and evaluation; where feasible, participate in joint
evaluation/assessments of the sanitation program
·        
Ensure
timely, accurate, and compelling reporting to donors on all grants and
contracts
·        
Technically
support development of M&E Budget, procurement plan and capacity building
plan, including M&E and gender capacity building.
·        
Document
and disseminate activities and accomplishments of different interventions in
the form of reports and oral presentations
·        
Support
field staff in monitoring implementation of activities (including gathering and
analysis of performance data)
Qualifications, Skills and
Experience: 
·        
The
incumbent should preferably hold a Master’s Degree in Monitoring and
Evaluation, Public Health, epidemiology, biostatistics, statistics, research
methods or other closely related discipline and a minimum of eight (8) years in
M&E for health programs, demonstrating increased level of responsibility,
·        
Other
qualifications include a Bachelor’s
degree in statistics, biostatistics, social sciences / and epidemiology and a minimum
of eight (8) years in M&E for health programs, demonstrating increased
level of responsibility
·         Experience
working with multiple stakeholders, including experience with Government counterparts
and familiarity with USAID funded programs, will be added advantages.
·        
Demonstrated
ability to articulate technical information clearly and effectively to both
technical and non-technical audiences.
·        
Past
exposure and experience in successfully moving evaluation and research findings
to program actions.
·        
Excellent
computer skills, including experience with: Excel, PowerPoint, Publisher, SPSS,
Access, ODK Collect or iFormbuilder, and any other statistical or data
management packages.
·        
Demonstrated
attention to detail, ability to follow procedures, meet deadlines and work
independently and cooperatively with team members is required;
