Job Summary:  The Deputy Chief of Party will support the
Chief of Party (COP) in activity implementation and management of health
communication interventions for a USAID-funded, 5-year, multi-million dollar
health communication program in Uganda. The DCOP shall report directly to the
COP, and will take over leadership and oversight of the activity in the absence
of the COP. The DCOP will share leadership responsibilities with the COP with a
focus on technical oversight of implementation activities, project management
and liaison with implementation partners. The incumbent works closely with the
COP to ensure that the project’s services and performances are of the highest
quality, respond to the specified deliverables and goals of the cooperative
agreement, are delivered in a timely manner, and are in full support and
compliance with the terms of the cooperative agreement.
Key Duties and Responsibilities: 
1.
Management:
·        
Assist the COP in providing overall technical and
managerial leadership in the design, development, planning, and implementation
of health communication strategies and interventions under this project;
·        
Work in liaison with senior CHC health
communication, and capacity strengthening staff, provide direct technical
guidance in the development and implementation of SBCC strategies and SBCC
capacity strengthening;
·        
The incumbent will mentor and supervise regional
senior program managers (located at: Moroto, Mbale, Gulu, Arua, Fort Portal,
Mbarara, and Kampala offices) to ensure that interventions reflect high
technical quality, are evidence-based, community-driven and in line with
provisions of the award (This involves reviewing regional work plans, approving
scopes of work, providing strategic direction to regional teams during
activities implementation);

Manage the operational and technical functions of
the regional offices to ensure efficient and effective performance, including
but not limited to support supervision of regional staff;
·        
Support the COP to ensure that all project
operations are in compliance with USAID rules and regulations;
·        
Assist the COP in developing best practices and
tools for project execution and management and assist in improvement plans to
ensure project delivery on schedule and within budget;
·        
Support COP to ensure that project staff receive
necessary capacity building/training to deliver quality products

Coordination and Collaboration:
·        
The incumbent will manage the capacity building and
coordination strengthening functions of the program at national and regional
levels by building strong liaisons with GOU, specifically MOH and UAC, DHTs,
and USG partners;
·        
Build and strengthen working partnerships with GOU
and partner representatives at district levels to ensure successful roll out of
project activities and project visibility;
·        
Ensure that program activities at the district are
coordinated with GOU and USG partner efforts, and are in line with district
specific needs;

Work plan Development and Management:
·        
Support the COP to oversee the development and
implementation of program annual work plans and budgets and ensure that program
activities are in line with the work plan
·        
Oversee the development of quarterly, annual and ad
hoc program reports for donor and other stakeholders;
4.
Monitoring and Evaluation:
·        
Support the COP in monitoring and ensuring overall
quality of M&E and research efforts;
·        
Oversee the technical and managerial review of the
program at the direction of the COP, including but not limited to quarterly
performance reviews, data quality assessments.
5.
Project Representation:
·        
Support COP to build partnerships vital to the
success of the program; and act as the program’s principle spokes-person;
·        
In the absence of the COP, represent the project
with USAID, GOU and partners.
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold a Master’s
degree in communication, public health, social sciences, or related field.
·        
At least seven years of senior-level experience in
management of development projects. Working with USAID, international, or local
NGO preferred.
·        
A minimum of five to seven years’ experience working
in health communication, or with social and behavior change communication
programs.
·        
Proven leadership in the design, management,
implementation, monitoring and evaluation of international donor-supported
programs, with skills in strategic planning, management, supervision and
budgeting, and must have experience in managing complex activities involving
coordination with multiple program partner institutions.
·        
Significant exposure and ability to build and
maintain relationships with senior-level colleagues, particularly with
government agencies, specifically at the national and district levels
·        
Excellent written and communication skills to
fulfill the technical and managerial requirements of the program and to
effectively coordinate and manage project teams.
·        
Good computer software skills (including, at a
minimum, the standard applications in MS Office)
