Job Summary: The Project Manager (Immigration and Border Management
(IBM)) will be accountable and responsible for supporting the planning,
coordination, implementation and monitoring of border management activities at
IOM Uganda.
Key Duties and Responsibilities: 
  • Oversee the overall implementation of the
    “Strengthening Border Management in Uganda” project and be responsible for
    its financial, administrative, and technical implementation, in compliance
    with IOM policies and standards, as well as donor requirements.
  • The Project manager will also develop and
    maintain work plans, implementation strategies, and expenditure plans to
    ensure timely implementation and achievements of project activities and
    results.
  • Manage the recruitment of staff and
    consultants in close coordination with the IOM Uganda Resource Management
    Unit and supervise the work of all project staff.
  • Prepare donor and other reports and ensure timely
    submission, in line with donor requirements and IOM procedures and
    standards. Prepare regular briefings, summaries, press releases and other
    relevant information materials, as required.
  • Offer technical assistance to the Government
    of Uganda to ensure border management activities are aligned to
    international best practices.
  • Work closely with the Resource Management
    Unit, oversee procurement processes and hiring of construction contractors
    to ensure timely completion of activities and alignment to IOM standards
    and procedures.
  • Work in liaison with the African Capacity
    Building Centre ( ACBC), ensure that IBM training offered to government
    officials is targeted to actual needs
  • Work with various ministries, departments and
    agencies of the Government of Uganda to ensure the creation of technical
    working groups that will strengthen border management capacities in
    Uganda.
  • Develop and implement a visibility strategy,
    in line with donor requirements.
  • Spearhead resource mobilization efforts for
    IOM Uganda’s IBM portfolio. This will include donor liaison, project
    development and positioning IOM with government and in development
    partner’s technical working groups. In addition, the incumbent will
    promote joint resource mobilization efforts for border management activities
    in the framework of the United Nations Development Assistance Framework.
  • Represent IOM at relevant seminars and
    meetings, as well as other events aimed at promoting IOM’s image and
    activities.
  • Work in liaison with the RTS and other IOM
    staff in regional offices and headquarters to ensure that Uganda border
    management context is properly reflected in regional/global projects,
    strategies and reports.
  • Undertake duty travel as required.
  • Perform such other duties as may be assigned.
Qualifications, Skills and Experience: 
  • The ideal candidate for the International
    Organization for Migration (IOM) Project Manager career opportunity should
    hold a Master’s degree in Political or Social Science, Business
    Administration, International Relations, Law or a related field from an
    accredited academic institution with five years of relevant professional
    experience; or University degree in the above fields with seven years of
    relevant professional experience.
  • Significant experience in project
    implementation and project management;
  • Past exposure and experience in project
    development and resource mobilization in challenging donor environments;
  • Previous exposure and experience with
    training of immigration officials and familiarity with intelligence
    analysis, document fraud and identity management, standard operating
    procedures at the border as well as in-country;
  • Excellent track record of effective working
    relationships with government officials and UN agencies;
  • Familiarity with immigration and border
    management both from an operational and policy perspective.
  • Previous experience in the operation and
    management of border management information systems, would be an distinct
    advantage;
  • Prior experience working in East Africa
    and/or Great Lakes Region a distinct advantage.
  • Languages: Fluency in English is required.
