About CAF U:
Children’s
AIDS Fund – CAF Uganda (CAF U) is registered as a local organization in Uganda,
dedicated to limiting suffering of HIV-impacted children and families. Children’s
AIDS Fund is implementing strategies to strengthen provision of comprehensive
HIV/AIDS and TB prevention, care and treatment services in underserved and
around lake shore districts in Central Uganda. These are funded through 2
Global Fund grants mechanisms: Health Systems Strengthening (HSS) grant
(UGA-S-TASO) and HIV/TB Combined grant activities (UGA-C-TASO). Key
interventions under the grants include: undertaking community based
interventions through existing Community Based Organizations in line with
National Health Priorities in the areas of HSS or CSS, HIV/TB; Establishing a functional
referral and linkage system through Community Linkage Facilitators (CLiFs) or
Community Health Extension Workers (CHEWs) in targeted districts; conduct
community level monitoring in targeted districts for service delivery to
improve social accountability through use of Community Score Cards (CSC); train
and support community condom distributors and promoters; conduct targeted
Home-to-Home (Boat-to-Boat) outreach HTC and linkage to care for various
HIV/AIDS and TB related services; undertake prevention Behavior Change
Communication activities for out of school youths; support sputum specimen
referral, and facilitate sub county Health workers in TB underserved districts
to support TB treatment.
Job Summary: The Project Officer: Global Fund will be in charge
of ensuring smooth and well-coordinated implementation of all project
activities so as to achieve key project goals.
Key Duties and Responsibilities: 
1. Ensure implementation
of program strategies focusing on achievement of the following:
  • Initiate meetings with partners at community
    and districts levels;
·        
Coordinate the implementation of CAFU Global Fund
grants interventions (TB/HIV & HSS);
·        
Regularly review planned actions of CBOs, youth
groups, Community Linkage Facilitators, VHTs, to ensure compliance and
execution in line with National TB, HIV HSS strategies and the Global Fund
2. The incumbent will ensure
effective management of CAFU Global Fund grants interventions focusing on
quality control during implementation by achieving the following results:
·        
Plan, initiate and manage project activities – in
accordance with CAFU rules and procedures; Coordinate the implementation of
CAFU Global Fund program with key partners;
·        
Carry out financial and substantive monitoring and
evaluation of interventions, identification of operational and financial
problems, and develop solutions;
·        
Prepare and share timely programmatic reports;
·        
Coordinate quarterly review meetings, involving
all partners;
·        
Work with M&E team to implement M&E the
action plan as agreed with CAFU Projects/programs management team
3. Ensure creation of
strategic partnerships and implementation of CAFU resource mobilization
strategies in the HIV/AIDS, TB and HSS thematic areas. This will focus on
achievement of the following results:
  • Maintain close co-ordination between CAFU
    Global Fund programs with other HIV/AIDS, TB and HSS initiatives in the
    country to ensure and foster continuity, partnership building and avoiding
    duplication of efforts;
  • Actively participate in programs, projects
    and grants development and writing
4. Ensure guidance and
guidance and capacity building and facilitation of knowledge and sharing
focusing on achieving the following results:
  • Provide guidance and capacity building to
    CBOs and other key partners and players in the area of HIV/AIDS, TB and
    HSS;
  • The incumbent will develop the capacity
    strengthening plan for CBOs and conduct trainings to strengthen the CBO
    partners that will be working with CAFU;
  • Harvest best practices and lessons learned,
    to inform interventions strengthening and scale out;
  • Sound contributions to knowledge networks and
    communities of practices, through abstracts, papers and other forms of
    presentations
Qualifications, Skills and Experience: 
  • The ideal candidate should hold an advanced
    degree in Public Health, Project Management, Community Development, Social
    Works, Social Administration or related field;
  • At least five years of operational and field
    experience in Health Systems Strengthening, HIV/AIDS, TB, Primary Health
    Care, Gender and Sexual Reproductive Health;
  • Working experience managing data in a health
    care facility.
  • Previous exposure and experience in
    Organizational Capacity Development;
  • Prior experience in Budget planning and
    execution;
  • Prior exposure and experience in working in projects
    funded through Global Fund, USAID, CDC, DFID;
  • Demonstrated ability to organize and train
    office staff.
