Rural Electrification Agency (REA) is the secretariat of the Rural
Electrification Board (REB) established by statutory instrument 2001 No. 75.
REA is mandated to implement Government’s rural electrification programs. The
Government of Uganda through REA is implementing a number of electricity
connection projects with financial support from development partners to meet
national electricity access targets.
About World Bank ERT III
Project:
The Government of Uganda (GoU) has received financing from the
International Development Association (IDA) of the World Bank in the amount of
US$135 million equivalent towards the cost of Uganda Energy for Rural
Transformation Phase III (ERT III) and it intends to apply part of the proceeds
to payments for consulting services to be procured under the project. The
Project Development Objective of ERT III Project is to increase access to
electricity in rural areas of Uganda.
Job Summary: The Way Leaves
Officer will primarily obtain landowner consents and Wayleaves for the
installation of new electricity lines.
Key Duties and Responsibilities:
·        
Negotiate Wayleaves for overhead electricity
power lines and underground cables with landowners/occupiers and their
agents/legal representatives
·        
The incumbent will sensitise the public about
need for Wayleaves
·        
Serve power line construction notices and obtain
consents for each project in a timely manner
·        
Compile accurate records of landowners and
occupiers for each project
·        
Provide wayleaves support for RAP studies and
selection of new electricity power line routes
·        
Secure access arrangements from landowners and
occupiers for overhead/underground line construction work
·        
Investigate and assess wayleaves compensation
claims by landowners/occupiers for any losses or damage caused and negotiate
settlement.
·        
The jobholder will act as the liaison point
between the landowner/occupier, contractor and project manager with regard to
wayleaves issues
·        
Attend Grievance Committee meetings and resolve
disputes over Wayleave rights during project implementation
·        
Perform any other project related duties as may
be assigned from time to time



Qualifications, Skills and
Experience: 
·        
The applicant must hold a Bachelor’s degree in
social sciences or a degree in property valuation or its equivalent with
experience in land acquisition/resettlement
·        
A minimum of four years’ experience in Wayleaves
acquisitions
·        
Extensive knowledge and experience of Wayleaves
acquisition work in the electricity industry or related industry requiring
wayleaves acquisition
·        
Thorough knowledge of all relevant legislation
on land acquisition for projects
·        
Possess a clean and valid Uganda driving license
·        
Excellent verbal and written communication
skills
·        
Excellent negotiation skills
·        
Good interpersonal skills
·        
Willingness to tackle new areas of work beyond
core skill and enthusiasm to get the job done
·        
Positive attitude with good teamwork skills.
·        
Highly flexible and adaptable
·        
Willing to work in a rural environment
·        
High degree of integrity
