Job Summary: The Deputy Bursar – Projects, Budgeting and
Capital Development will ensure efficient and effective financial management of
projects undertaken by the University and to develop appropriate strategies for
budgeting and monitoring all different operations of the University. The
incumbent will also ensure efficient and effective management of payroll and
timely payment of salaries and wages.

timely payment of salaries and wages.
Key Duties and Responsibilities:
- Formulate appropriate strategies for budgeting and monitoring all
the revenue and expenditure relating to capital development projects and
operational activities. - Ensure timely preparation of corporate budget and annual budget by
consulting and coordinating all Deans of Faculty, Directors of School and
Heads of Departments. - Compile and analyse financial information to prepare entries to
accounts such as cash books entry journals ad general ledger accounts. - Ensure timely preparation and production of payroll.
- Ensure timely and accurate payment of salaries and wages.
- Review all financial transactions to ensure they are properly
documented in accordance with accounting policies and procedures. - Ensure the analysis of financial information on assets, liabilities
and capital development projects to ensure that balance sheet, surplus and
loss statements and other reports to summarize current and projected
financial position are prepared. - Audit contracts, orders, and vouchers and preparing reports to
substantiate individual transactions prior to settlement. - Ensure proper maintenance of financial information system to cover
general ledger, job costing as well as a fixed assets management register
for documenting acquisition, maintenance, valuation, depreciation,
capitalization, replacement and disposal of assets. - Ensure the reconciliation of all income statements against
expenditure to ensure that records of income, creditors and debtors are
completed at the end of each month. - Review analysis of activities, costs, operations and forecast data
to determine the progress of each project against budget. - Prepare each project against budget.
- Prepare monthly and quarterly financial reports.
- Assist the University Bursar in preparing final accounts.

- Appropriate strategies for budgeting and monitoring revenue and
expenditure developed. - Corporate budget timely prepared.
- Financial information analysed.
- Payroll timely prepared and produced.
- Salaries and wages accurately and timely paid.
- Financial information on assets, liabilities and capital development
projects maintained and analysed. - Reconciliation of income statements against expenditure carried out.
- Monthly and quarterly financial reports prepared.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in Commerce, Accounting
and Finance or Business Administration (accounting or Finance Option) - Bachelor’s degree in Commerce, Economic (Finance Option) Accounting
and Finance of Business Administration - Full professional Accounting qualification such as ACCA, CPA or
ICMA. - Should have strong leadership and communication skills.
- Must be a member of a recognised professional accounting body like
the Institute of Certified Public Accounts of Uganda (ICPAU) or
equivalent. - A minimum of three (3) years’ working experience at the level of
Senior Assistant Bursar or equivalent level from a reputable organisation. - Age limit: below
55 years at the time of application
