Job Summary: The Head of Business Development and Donor Compliance is a member of the Country Leadership Team and manages the Business Development Unit (BDU) as well as overall Donor Compliance and in particular timely donor reporting working cross functionally with other departmental leads under Finance and Programmes. The Head of Business Development and Donor Compliance is responsible for leading all of Plan International Uganda’s Programme development mandate as per the approved country strategy. The role among other critical roles is entrusted with the mandate of building strong donor relationships in the country, fostering strategic relationships among development partners, the Private Sector, INGOs and local NGOs to ensure Plan International is a go-to partner in Uganda.

 

Key Duties and Responsibilities:

  • Plan International Uganda has a diversified portfolio of suitable grants and a pipeline of future funding opportunities to fully fund its Country Strategy.
  • Lead all efforts of intelligence gathering particularly for all locally raised income and among national offices (Fund raising offices) negotiating for National office Collaboration as needed
  • Develop a resource mobilization strategy and Plan to guide Plan International Uganda’s diversified fund-raising ambition which should be regularly reviewed to ensure mapping between program priorities and donor opportunities as well as Country Strategy Priorities
  • Actively identify grant funding opportunities and work closely with the Director of programmes (Strategy and Quality) to design strong programmes guided by clear go or no decision tools.
  • Where needed and depending on availability, lead design and develop tools to guide grant proposal development for less technical programmes in close coordination with Programs team.
  • For more technical proposals, provide clear workplans to guide programme design and development as per donor requirements
  • Work with the Finance team on the development of fully costed donor budgets, ensuring that all projects are fully and accurately costed and meet all apportioned and shared costs of Plan International Uganda.
  • Ensure all new programmes are smoothly transitioned to the Director of Programmes (strategy execution and implementation) with a dual role that supports timely start-up of projects in close coordination and collaboration of the Director programmes (Strategy Execution and Implementation) using a start-up matrix that provides clarity of roles and reduced ambiguity eg timely finalization of Funding Agreement Documents, partner agreements and all internal documentation
  • Ensure that during programme Implementation, the department remains cutting edge in-terms of overall donor compliance which role includes quality and timely delivery of donor reports through a clear reporting schedules supported by an active RAG and communications related to the follow up of reports to National offices (Fund raising offices) as well as local donors
  • Lead all efforts that ensure all existing programs follow all donor compliance requirements.
  • Ensure quality and timeliness of grants reporting to all external donors and National Offices, including final sign-off on all narrative reports.
  • Plan International Uganda has excellent working relationship with all NOs and in country partners and donors
  • Act as Plan International Uganda’s representative on grant matters, representing the interests of Plan International Uganda to National Offices, donor organizations and other stakeholders.
  • Develop strategic partnerships with partner organizations, including INGOs, local NGOs, women rights organisations, girl led groupings, youth groups and research institutions.
  • Develop, manage and maintain strategic partnerships with institutional donors.




Qualifications, Skills and Experience:

  • A University Higher Degree in a relevant field such as International development or any related/relevant field
  • At least 10 years of professional experience in the international development sector of which at least seven years should have been spent at Sr Management level.
  • Substantial experience of the NGO sector
  • Demonstrated track record in programme design including strategic acquisition eg writing project proposals and obtaining grant funding for development projects from institutional donors.
  • Demonstrated success in directly managing the implementation and reporting requirements of grant funded projects and programs.
  • Knowledge of NGO strategic Communications and campaigns in support of girls’ rights
  • Experience of working with children and communities and managing girls’ rights focused programs and projects would be an advantage

 

Desirable

  • Experience and expertise working in International Development settings in the global south supporting large scale development and humanitarian programmes
  • Knowledge of the cultural setting and context in Uganda
  • Significant experience and expertise in working with virtual office applications such as Teams, Skype for business, webex and zoom
  • Strong diplomatic and communication skills, including through mass-media in order to influence decision-makers and key stakeholders

 

Knowledge and skills:

  • A minimum of 10 years of professional experience at Sr Leadership level with a track record of supporting leadership in international development settings to deliver its mandate
  • Experience in development of Resource Mobilisation strategies and plans
  • Experience in leading Programme design for diverse portfolio of donors to drive programmes
  • Experience in risk assessment of working with a diversified portfolio of donors and guiding management appropriately
  • Good experience in leading and supervision of diverse teams
  • Proven experience and a strong track record in Programme design and acquisition such as securing grants from major institutional donors with a proven track record of successful programme development initiatives
  • A good understanding of the role of the Private sector in Development
  • Good knowledge of the context of the donor community in Uganda relating to girls and young women’s rights;
  • Good experience in supporting fund raising in both rapid onset and slow onset emergencies
  • Good experience in development education, documentation and reporting to major donors
  • A good understanding of major donor compliance requirements across a diverse portfolio of donors
  • Experience in building relationships with donors and potential partners.
  • Knowledge of the various donors’ interests, priorities and requirements;
  • Excellent English written communication skills and ability to proof read and edit complex documents
  • Excellent verbal communication, diplomacy and negotiating skills.
  • Ability to think innovatively & creatively in order to promote PIM’s brand and visibility
  • Proven strategic relationship management skills
  • Strong time management and planning
  • Coaching, mentoring, training and facilitation skills
  • High level of computer proficiency.
