Background of the assignment:

In Uganda, UNODC is implementing the “Strengthening Efforts to Prevent Violent Extremism and Enhance Human Rights Safeguards in Uganda” project, a partnership between UNODC, UNOCT and the government of Uganda with the financial support of the European Union. The overall objective of the project is to mitigate threats posed by violent extremist groups by supporting the Government of Uganda mount an effective response to preventing and countering violent extremism in Uganda and build resilience against radicalization to violence. The Project will work with key criminal justice actors, national, regional and local authorities, civil society organizations, academia and communities and aims to address the needs of the target groups both at the national and local levels in Central, Eastern Busoga Region, Northern West Nile region of the Country.  This initiative will contribute to strengthening the capacity of National authorities of the Government of Uganda, Civil Society Actors, Community leaders and the operationalization of the National  Strategy for Preventing and Countering Violent Extremism and Terrorism (PCVET, 2021 to 2026) and its Plan of Action.  UNODC is seeking the services of a consultant to support Preventing and Countering Violent Extremism (PCVE) capacity building initiatives in Uganda.

 

Job Summary: The consultant will be tasked to guide the development of preventing and countering violent extremism (PCVE) specific course materials with national authorities & CSOs, conduct tailored training and mentorship of identified target groups and develop guidelines and a roadmap for the expansion of social rehabilitation and reintegration programmes for prisoners including violent extremist prisoners.  3. Specific outputs to be performed by the consultant

 

Key Duties and Responsibilities: Under the overall supervision of the UNODC Head of Office in Uganda, the consultant will be responsible for the following set of activities as required:

  • Prepare and conduct a training of trainers’ workshop on preventing and countering violent extremism for targeted national authorities, including the Uganda Human Rights Commission and CSOs in Kampala and identified regions of the country.
  • Lead consultation and planning on social rehabilitation approaches UPS may consider for all prisoners including violent extremist prisoners to agree a draft R&R Framework VEP policies.
  • Support the Uganda Human Rights Commission to develop, test and review a checklist for monitoring places of detention in line with the Nelson Mandela Rules and accounting for PCVE issues.
  • Conduct an orientation meeting on VEP issues and policy the training course Essentials of preventing and countering violent extremism in prisons at the UPS Headquarters level.
  • Provide mentoring to the PATS mobile groups of trainers that will deliver the bespoke course Essentials of preventing and countering violent extremism in prisons in different prison facilities.
  • Prepare capacity building support and training workshops for CSOs working on prisoners’ rehabilitation and reintegration.
  • Support the development of technical guidance materials for priority issues and emerging themes to facilitate the implementation of social rehabilitation programmes for prisoners, including violent extremist prisoners.
  • Provide substantive input for the digitalized version of the Be-spoke Training Course on PCVET in prisons and prepare tailored reference materials for prison officers.
  • Lead the work with PATS to develop modules for their curriculum related to the reintegration and rehabilitation of VEPs.




Qualifications, Skills and Experience:

  • Advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, business administration, or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least ten years of professional work experience in criminal justice related areas, in particular prison administrations, with a proven focus on the classification of prisoners or aspects pertaining hereto is required.
  • Understanding of international standards and norms in crime prevention and criminal justice, in particular the Nelson Mandela Rules, preferably complemented by exposure to delivering technical assistance on prison management – related issues at international level, including in low- and middle-income countries is required.
  • Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support is desirable.
  • Ability to develop practical and user-friendly tools in the field of prison staff training is desirable.
  • Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
