Job Summary: The German Ministry for Economic Cooperation and Development and European Union have commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Governance and Civil Society in Uganda”.

 

The main objective of the programme is that relevant state and non-state actors fulfill their respective roles in regard to accountability, implementation of principles of good governance and realization of human rights better. Structurally, the programme focuses on 3 main components: 1) Strengthening Accountability 2) Strengthening Human Rights and 3) Strengthening Civil Society.

 

The programme is seeking an advisor who will among other things work on the conducive environment of CSOs

 

Key Duties and Responsibilities:

  • Advising civil society and state partners on topics relating to the operating environment for civil society; Planning, implementation, monitoring and reporting on activities in line with the mandate of the programme
  • Strategic operational work including : Supporting the strategic alignment of interventions with the programme’s goals;
  • Maintaining existing and establish new partnerships with CSOs and state partners;
  • Maintaining and identifying new entry points for CSO’s participation in development and service delivery processes at national level;
  • Supporting state partners in the development and implementation of sustainable and inclusive participation processes of civil society;
  • Supporting CSOs in the preparation of evidence based inputs to development and service delivery processes ;
  • Providing technical advice regarding the regulatory framework for CSO operations both to the programme partners and within the programme; Providing technical support to the development and implementation of different cooperation modalities with partners throughout Uganda;
  • Providing technical advice on mainstreaming cross cutting issues including gender, youth, empowerment of marginalised groups, digitisation and others.;
  • Cooperating closely with other technical advisors in the programme, other GIZ programmes and development partners;
  • Providing technical and capacity building support to state and non-state partners; Managing consultancies.
  • Communication: Ensuring regular, transparent and pro-active communication within the team including with administrative staff and within the programme;
  • Ensuring an open, timely and smooth communication with programme partners and other GIZ programmes.;
  • Supporting the internal and external representation of the programme in coordination with the Communication and PR Officer of the programme, the focal point person of the component, and the line management. ;
  • Contributing to the communication work of the programme by providing input to and developing ideas for communication materials for social media, articles and other interventions, and forwarding them to the communication focal person in the component and the PR advisor of the programme;
  • Ensuring visual documentation of activities, collection of stories and other relevant material with the appropriate consent.
  • Administration and Reporting: Participating actively in the monitoring of the programme and exchanging experiences and lessons learnt with other colleagues;
  • Providing timely input to M&E and reporting requirements, including means of verification;
  • Ensuring the timely and diligent update of GIZ’s reporting and monitoring tools;
  • Providing relevant information to the line management for financial monitoring.
  • Liaising with GIZ colleagues internationally and foster knowledge and exchange on relevant topical issues Plan and organise regular travels to programme districts.
  • Other duties and additional tasks: Carrying out other tasks at the request of management




Qualifications, Skills and Experience:

  • Degree in a relevant field, for example in Law, Political Science, Social Science, Development Studies.
  • At least seven years of years professional experience related to civil society operations and the applicable regulatory framework.
  • Experience from governmental structures and their interaction with civil society.
