About US:

The USAID Uganda Health Activity is supporting the government to government(G2G) awards that is implemented through seven regional referral hospitals. The G2G activities are part of an on-going effort within USAID to transition delivery of services and technical assistance to local partners including host government entities. The current G2G awards focuses on HIV service delivery (HIV testing, Care and treatment and HIV prevention) and health systems strengthening including public financial management support in seven regional hospitals (Mbarara, Jinja, Mbale, Moroto, Lira, Gulu, and Kabale). Future Options Uganda is partnering with UHA to provide payroll management for staff seconded to MOH, RRHs and districts.

 

Key Duties and Responsibilities:

  • The PFM Embedded Specialist will advise the designated Government Assistance Technical Representative (GATR) and the RRH management to support effective management of the G2G awards. In addition, s/he will serve as a technical expert on G2G programming advising the RRHs and the mission on effective strategies and approaches to implement G2G awards.
  • Provide technical assistance in drafting of all required documentation for G2G activities following mission guidelines and documentation standards.
  • Advise USAID/Uganda Health team in designing G2G activities, working in collaboration with the office of financial management to ensure programmatic objectives are developed into appropriate G2G implementation approaches.
  • In accordance with the USAID G2G requirements, such as Public Financial Management Risk Assessments (for G2G designs) and other necessary assessments, support and undertake various analyses and reviews required for project/activity design, implementation, monitoring, reporting, and documentation.
  • Support the team in developing logical frameworks, milestones and budgets for G2G activities.
  • Participate in review of reports, milestone verification and voucher processing.
  • Work with the corresponding technical teams, RLO, Partner Government Systems (PGS) team and the Office of Financial Management (OFM), in the day-to-day management of G2G awards.
  • Develop management tools for effective oversight of G2G Agreement awards ensuring compliance with all USAID and USG regulations, policies, and requirements.
  • Facilitate knowledge sharing, continuous learning, and the development of a community of practice among stakeholders and facilitating networking and information sharing for G2G best practices.
  • Collaborate with USAID/Uganda learning and HSS contracts to identify and disseminate G2G success stories and document lessons learned to familiarize a wide audience of interested stakeholders of USAID’s activities in advancing local partnerships.
  • Develop a Management Plan that includes timelines and actionable work plans to deliver on MOH Steering Committee for G2G’s term of reference, as well case studies that reflect lessons learned and best practices in G2G programming.
  • Develop standardized performance monitoring, evaluation and learning plans that build off the GOU M and E systems and practice and measure the health impact of G2G agreements.
  • Work with other USAID mechanisms to develop financial management capacity building plans that build on the RRH Risk Mitigation Plans and the findings of the USAID Program Financial Management Risk Assessment Framework (PFMRAF).
  • Perform other duties as assigned or required.





Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in public administration, finance, economics, international development, public health, political science or related field is required.
  • Seven years of work experience in international development.
  • Experience with preparing complex transactional documents, such as grants, contracts, donor agreements, is required.
  • Experience with strengthening local government capacities, public financial management systems, and government accountability processes is required., Demonstrated ability to develop, implement and evaluate projects with international donors preferred.
  • Work experience with US government is an added advantage.
  • Direct experience and familiarity with USAID G2G programming regulations and requirement is highly preferred
  • The position requires expert knowledge of Government-to-Government Assistance programming.
  • The incumbent must possess excellent grasp of key issues related to government accountability systems, public financial management, and decentralization.
  • Understanding of good governance and government transparency environment. Grasp of key development dynamics and stakeholders in Uganda and the sub-Saharan region, and knowledge of standard development policies and procedures, financing modalities and addressing gender within programs.
  • Must have the ability to prepare complex grant document, project budgets, and other legal agreements.
  • The ability to establish and maintain good working relationship with host country government officials, donor agencies, NGO sector leads, and other USG agencies. Should demonstrate project management skills in health, social services or related sectors.
  • Ability to articulate USG policies, strategies and development objectives, and their intended results to a broad range of partners.
  • The incumbent must have strong interpersonal skills and be able to function effectively in a team setting and under minimal supervision.
  • Must be proficient in relevant Microsoft office computer applications and be comfortable with online and other forms of research
