About US:

The Government of the Republic of Uganda (GoU) received financing from the World Bank towards the cost of implementation of the Investment for Industrial Transformation and Employment (INVITE) project. The Project is complemented and supported by the other development partners including the Netherlands, the United Kingdom, and Sweden through a Multi-Donor Trust Fund (MDTF) Grant.

 

The Project Development Objective is to mitigate the effect of COVID-19 on private sector investment and employment and to support new economic opportunities including in refugee and hosting communities.

 

The Project comprises of four components and is being implemented jointly by the Bank of Uganda (BoU) and the Private Sector Foundation Uganda (PSFU). The Project Components include Component 1: Mitigating the Impact of COVID-19 with a focus on the Manufacturing and Exporting Sectors Driving Economic Transformation, including Refugee and Hosting Districts; Component 2: Creating New Product and Transformative Assets including in Refugee and Host Districts; Component 3: Enhancing Capabilities in Public Institutions and Private Firms; and Component 4: Implementation Support, Monitoring, and Evaluation.

 

Job Summary: The Project Officer will support the Project Coordinator and PIT in the execution of the project and ensure the delivery of the project outputs on time, within budget and within the required quality. Successful candidates will show the ability to think clearly and calmly when faced with issues or problems. Alongside this, the candidate will demonstrate a proven ability to work to stringent deadlines and able to show initiative/ideas to constantly improve services. The successful candidate will be responsible for setting up and following through all submissions to the coordination office, providing first point of contact for general enquiries, scheduling, organizing and attending meetings.

 

Key Duties and Responsibilities:

  • Providing administrative and project support and assistance to the project team
  • Updating work plans and assisting with preparation of reports
  • Assisting the Project Office Team in reporting and forecasting
  • Facilitation of project meetings and other relevant forums on request including invitations, facilities booking, agenda production, minute-taking and issuing.
  • Have frequent contact with clients, suppliers, or company employees outside the immediate work area to exchange information.
  • Maintains project calendar.
  • Arranges project-related travel and/or events.
  • Generates simple documents, such as letters, memos, spreadsheets and presentations.
  • Assist the Project Team in the planning and execution of work schedules, project reviews, and project/programme highlight reports.
  • To be responsible for ensuring that all project documentation is stored logically and securely in accordance with agreed document management processes.
  • Assist in procurement of goods and services, including raising requisitions, tracking purchase orders, processing receipts, budget monitoring and maintenance of all associated records.
  • Liaise with all parties (including IT colleagues, users, departments and system suppliers) on issues that arise during the project life cycle.





Qualifications, Skills and Experience:

  • An honors Bachelor’s degree in Public Administration, International Relations, Mass Communication, Law, or equivalent from a recognized university.
  • A Masters Degree in Business Administration, Public relations, International Relations Public Policy, or Planning and Management discipline or equivalent is a requirement. The candidate must have good evidence of working within a Project environment, with a strong administrative background.
  • Postgraduate Project Management training and qualification
  • At least four years of working experience gained with government/ or large and reputable private or donor-funded organizations, with vast knowledge of government policies and the private sector.
  • Ability to prioritize tasks and manage time effectively to meet tight deadlines
  • Ability to plan, organize and coordinate
  • Excellent word processing, spreadsheet, database, and internet research skills. Strong Microsoft Word, Excel, and PowerPoint skills are required.
  • Problem-solving, negotiation, and follow-up skills
  • Interpersonal skills – verbal and written communication
  • Judgment, discretion, initiative, ability to work independently
  • Flexibility and ability to learn quickly
  • Attention to detail and active listening skills

  • Ability to work well with all levels of internal management and staff, as well as outside clients and vendors, and to interact professionally with a diverse group of clients and staff
