About US:

The Government of the Republic of Uganda (GoU) received financing from the World Bank towards the cost of implementation of the Investment for Industrial Transformation and Employment (INVITE) project. The Project is complemented and supported by the other development partners including the Netherlands, the United Kingdom, and Sweden through a Multi-Donor Trust Fund (MDTF) Grant.

 

The Project Development Objective is to mitigate the effect of COVID-19 on private sector investment and employment and to support new economic opportunities including in refugee and hosting communities.

 

The Project comprises of four components and is being implemented jointly by the Bank of Uganda (BoU) and the Private Sector Foundation Uganda (PSFU). The Project Components include Component 1: Mitigating the Impact of COVID-19 with a focus on the Manufacturing and Exporting Sectors Driving Economic Transformation, including Refugee and Hosting Districts; Component 2: Creating New Product and Transformative Assets including in Refugee and Host Districts; Component 3: Enhancing Capabilities in Public Institutions and Private Firms; and Component 4: Implementation Support, Monitoring, and Evaluation.

 

Job Summary:   The IT Officer will technically support all the IT related aspects including the online web platform that is to be used in handling all project activities. The Officer will ensure that the project IT systems are up and running and any emerging issues are promptly identified and resolved to ensure uninterrupted delivery of services. The Officer is expected to enhance performance and support workflows including trouble-shooting and technical guidance to multiple system users.

 

Key Duties and Responsibilities:

  • Support all the project IT related aspects including the online web platform and related systems.
  • Undertake regular reviews of the Online Platform to detect and deter bleaches including hacking and proactively thwart any malice attacks and or misuse.
  • Ensure uninterrupted, seamless accessibility of the Online Platform through constant monitoring of bandwidth and make necessary recommendations to sustain system performance.
  • Monitor and provide reports on system navigation, usability, accessibility, and functionality.
  • Undertake regular updates on the Online Platform
  • Take the lead on IT-related engagements including system maintenance and contract management.
  • Prepare specifications and requirements for IT related procurements
  • Oversee the IT service providers and ensure Quality services and products
  • Ensure maintenance, optimization and security of the web platform and that the site’s servers and other supporting systems are optimized for both back-end and front-end efficiency
  • In consultation with other team members, partners, and contractors, contribute to design of processes for technical improvements to bridge the various platform components and to enhance elements such as navigation, usability, data visualization.
  • Participate in discussions and consultations to decide and agree any new features, customizations, or revisions.
  • Facilitate the uploading and updating of data sets via graphical interface
  • Troubleshoot issues that arise in the web platform use and maintenance: identify and assess concerns and propose and implement solutions.
  • Train, guide and support team members, partners and beneficiaries
  • Ensure that the operational manuals, guideline documentation are regularly reviewed and or updated
  • Ensure that the project system meet required standards of both Government and IDA and that appropriate certifications have been obtained.
  • Undertake any such duties as shall be assigned from time to time by the Project Coordinator





Qualifications, Skills and Experience:

  • ​Applicants should possess an honors’ degree in IT, Computer Science, or related qualification from a recognized institution
  • ​Postgraduate training and or professional/ Industry IT Certification such as ITIL, CCNA, CCNP, MCSE, OCA, etc.
  • ​Experience with online web service development and management
  • ​A Master’s degree in a related field will be an added advantage
  • ​At least eight (8) years of demonstrated work experience in supporting IT systems
  • ​Good understanding and appreciation of GoU and IDA IT policies
  • Experience in systems design and development
  • Should be able to work with minimum supervision
  • A high level of interpersonal skills
  • Must be able to work under pressure and deliver under tight timelines
  • Strong ethics, hands-on approach
  • Pays attention to detail and excellent follow-through
  • Proven integrity and honesty in handling public resources
  • Good Planning, organization and problem solving skills
