The Sexual Reproductive health and Family Planning Advisor will support SCI Uganda to achieve a lasting change for children in line with SC strategy 2022 to 2024.  The Sexual Reproductive Health and Family Planning (SRH-FP) Technical Advisor will provide high-quality technical expertise, guidance, and support in the implementation, and monitoring of FCDO EMPOWER project and other sexual reproductive health and family planning programs and initiatives. He/she will work collaboratively with internal teams, external partners, and stakeholders to promote evidence-based practices, improve service delivery, and advocate for policies that advance sexual and reproductive health rights. The role will also contribute to an exciting organizational shift towards strengthening the capacity of consortium partners and Ministry of health staff in the area of SRHR and Family planning.

 

Key Duties and Responsibilities:

  • Provide technical leadership and guidance in the design, implementation, and evaluation of FCDO EMPOWER project and sexual reproductive health and family planning programs, ensuring alignment with national and international guidelines and best practices. In addition, provide technical leadership on improving FP integration with RMNCAH initiatives.
  • Provide high-level technical expertise/guidance to EMPOWER project and consortium members to design, test, and optimize models for scaling up high-impact practices (HIPs) on FP such as Post-partum Family Planning (PPFP) and post-abortion family planning (PAFP) within primary health care.
  • Conduct assessments, analyses, and research to identify priority areas, gaps, and opportunities for improving sexual reproductive health and family planning services and outcomes.
  • Develop and/or adapt training materials, tools, and resources to strengthen the capacity of health professionals, community workers, and other stakeholders in delivering comprehensive sexual reproductive health and family planning services.
  • Collaborate with government agencies, non-governmental organizations, and other partners to advocate for policies, programs, and funding that support sexual reproductive health and family planning initiatives.
  • Support the monitoring and evaluation of FCDO EMPOWER /sexual reproductive health and family planning programs, including data collection, analysis, and reporting on key performance indicators and outcomes.
  • Provide technical assistance and mentorship to project staff, partners, and stakeholders to ensure quality implementation and sustainability of FCDO EMPOWER/ sexual reproductive health and family planning interventions through local and international experiential learning initiatives.
  • Lead in the integration of family planning initiatives into Key population (KP) programming, People with Disability(PWDs) and high yield models of service differentiation including refugee populations.
  • Stay abreast of emerging research, trends, and innovations in sexual reproductive health and family planning, and disseminate knowledge and best practices to relevant stakeholders.
  • Represent the organization in meetings, conferences, and forums related to sexual reproductive health and family planning and contribute to knowledge sharing and networking opportunities.
  • Oversee the programme’s operational and analytical research, coordinate the publication and dissemination of results, and ensure that research informs advocacy.
  • Oversee the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome.
  • Lead on the submission of quality quarterly and annual reports to FCDO and the member.
  • Inspire, lead, and motivate technical advisors and consultants to deliver project objectives.
  • Demonstrate high levels of commitment to Save the Children and our vision, mission, and values to ensure the objectives of your role and the country programme are met.
  • Ensure the project and its team comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.

Program Management and Implementation:                      

  • Oversee the development and successful implementation of workplans for the programme components.
  • Work closely with the MEAL Team to develop appropriate monitoring and evaluation plans to ensure technical program objectives are met.
  • Ensure timely fulfilment of all programmatic technical reporting requirements.
  • Develop and maintain partnership arrangements to assure successful implementation and trouble-free institutional relationships.
  • Support the MEAL team and others to develop Award Action Plan (AAP), including Detailed Implementation Plan (DIP), procurement plan.

Human Resources Management and Administration:

  • Supervise assigned project staff : maintain updated job descriptions for each position, conduct annual performance evaluations, identify staff skills development needs.
  • See that all staff and partners are aware of and understand SCI policies and procedures; take appropriate disciplinary measures as needed.
  • Assure the timely recruitment, orientation, and training of new programme staff as needed. Assess training needs to further develop the skills of program staff, partner NGOs and government counterparts.

Representation and Leadership:

  • Maintain good working relationships with government officials and partners in the consortium.
  • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts.
  • Maintain focus on SC programme principles.
  • Encourage teamwork, openness, and honesty among staff and between SC and its partners.
  • Represent SC and the health program in donor meetings.

General

  • Any other tasks assigned by the Head of Health and Nutrition





Qualifications, Skills and Experience: To be a strong supporter and advocate for children in this role you will need to have:

  • Advanced degree in public health, medicine, or nursing, sexual reproductive health, social sciences, or related field.
  • Minimum of 10 years of relevant experience in sexual reproductive health and family planning program management, technical assistance, or advocacy.
  • Demonstrated knowledge of sexual reproductive health and family planning principles, approaches, and interventions, including contraception, maternal health, adolescent health, and gender equity.
  • Strong understanding of national and international policies, guidelines, and frameworks related to sexual reproductive health and family planning.
  • Excellent analytical, communication, and interpersonal skills, with the ability to effectively engage and collaborate with diverse stakeholders.
  • Proven experience in capacity sharing, training, and mentorship of health professionals and community workers.
  • Ability to work independently, manage multiple priorities, and deliver results in a dynamic and fast-paced environment.
  • Proficiency in relevant computer applications and software for data analysis, presentation, and reporting.
  • Experience working in developing countries in the health sector and successfully managing a high-pace multi-disciplinary team to achieve development results.
  • Sound understanding of different methodologies of M&E and operational research and experience in developing integrated M&E and Learning systems.
  • Ability to present results and products to the donor and other key stakeholders.
