Job Summary:   The Health, Safety, and Security Officer is to ensure that NRC personnel are working in an environment consistent with accepted minimum safety and security standards. This encompasses the development of security plans and mainstreaming an individual and collective sense of security, safety awareness, and responsibility within the area of operation. He/she will advise the Area Manager on security challenges, develop risk assessments, and propose risk reduction measures in addition to developing, maintaining, updating, and implementing, when necessary, security protocols and operating procedures according to the changing situation.

 

Key Duties and Responsibilities:

Security & Safety:

  • Monitor and evaluate field compliance with NRC safety and security policies, procedures, and regulations.
  • Conduct regular security and risk assessments to identify safety and security needs and to assess if all NRC bases in West Nile are compliant with NRC Safety and Security Risk Management standards.
  • Work closely with UN agencies, NGOs, and other external actors to gain security information.
  • Ensure drivers and staff are following the rules and regulations outlined in the NRC driver’s manual and that necessary safety and security equipment is available in all vehicles and is in good condition.
  • Prepare security updates and reports as required.
  • Update the Area Security Management Plan, Evacuation Plan, and Medical Emergencies Plan yearly.
  • Monitor all movements and maintain records.
  • Report to CO, field office compliance to NRC safety and security policies, procedures, and regulations monthly.
  • The Health, Safety, and Security Officer will provide health, safety, and security updates to the Area Manager and HSS Coordinator daily and maintain an incident log for the area of operation.
  • Build and maintain stakeholders’ contact lists and assist the Area Manager in access-related and other negotiations and discussions with them.
  • Carry out security briefings for new staff, visitors, and staff returning from leave within 24 hours of arrival.

Health:

  • Promoting a positive health and safety culture in the workplace.
  • Conduct investigations on incidents, complaints, and recurrent health cases to identify and provide solutions to workplace situations.
  • Prepare periodic health statistics and submit them to the Area Management Group for review.
  • Ensure full and accurate health, safety, and training records are maintained.
  • Ensure that all health & safety policies, procedures, rules, and regulations are adhered to and are regularly reviewed, updated, and communicated in the area.
  • Ensure the NRC meets its statutory obligations in West Nile about health, safety, and welfare at work, including statutory training and reporting.




Qualifications, Skills and Experience:

  • Experience working as a Health, Safety, and Security Officer in a humanitarian/recovery context.
  • Minimum of two years of working experience in the field of security and safety.
  • Knowledge and experience within a relevant administration, craft, or technical field, and ideally, a relevant qualification.
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of English.
  • Knowledge of Security procedures
  • Knowledge of health and safety
