Key Duties and Responsibilities:

Contribute to the overall management of the bank’s assets and liabilities in both local currency and foreign currency

  • Ensure that adequate liquid assets are maintained at all times to meet Central Bank reserve requirements; and the bank’s funding needs.
  • Ensure there is a liquidity contingency plan in place and approved by ALCO.  This plan is to be activated during times when the bank is faced with liquidity challenges
  • To monitor bank’s placement and borrowing limits and ensure all trades are within sanctioned limits.
  • Contribute to building ECOBANK’s reputation in the international and local markets through personally demonstrating a high level of professionalism at all times, and through developing mutually beneficial working relationships in relation with agents, advisors, counterparties.
  • Network with internal customers, external market participants and other ECOBANK dealing centres in order to solicit customer’s feedback, gain market intelligence and enhance Bank’s profile in the market.
  • Liaise with Operations, IT and other support services in a bid to maintain the provision of high quality services.
  • To ensure complete adherence to all of ECOBANK’s compliance and regulatory requirements.

Central Bank Account

  • Prepare money market blotter for sign off by Treasurer and MD by 1.00pm daily
  • Liaise with retail banking and FINCON to determine inflows and outflows into and from central bank account.      Approvals for inflows and outflows on BRB account should be sought from Treasurer
  • Monitor daily cash balances at Head Office and branches and work with treasurer and head of retail to make recommendations for deposits into and withdrawals from the central bank account
  • Make recommendations for investment of excess liquidity or funding of liquidity gap to ensure that reserve requirements are met
  • Ensure that the central bank account is reconciled daily against the money market blotter.  Any discrepancies should be noted and explained in a note to the treasurer

Liability Management – Deposits

  • Liaise with Treasurer to determine deposit interest rates periodically
  • Maintain a schedule of all deposit liabilities and call clients two days before the maturity to confirm disposal instructions
  • Work with treasurer to ensure that each deposit is properly matched with an asset, and any liquidity gaps adequately managed
  • Prepare a very practical liquidity contingency plan for approval by ALCO.
  • Ensure there is a rolling 14-day cashflow plan capable of assisting in anticipating and managing the day-to-day cashflow needs of the bank.

Asset Management – Tbill Investments And Placements

  • Maintain a schedule of the bank’s short and long term treasury bill investments, monitor their maturity and work with the treasury 2 days before each maturity date on rollover instructions
  • Liaise with the treasurer on investments in government securities and ensure that auction documents are completed and submitted to the central bank on time
  • Liaise with the trading desk in implementing investment decisions to make use of excess funds.

Correspondent Banking

  • Monitor correspondent account balances daily to ensure proper utilisation of funds and track daily liquidity position of the bank.
  • Track upcoming maturing commitments to help forecast the liquidity needs of the bank.
  • Work with the Treasurer to ensure there are adequate interbank lines for the bank’s trading activities

FX Position Management

  • Liaise with treasurer to fix daily FX rates
  • Maintain daily FX blotter.  This should be signed off by the treasurer and MD by the close of each day
  • Liaise with treasurer and marketing units on daily purchases and sales of FX to ensure that such activities do not adversely affect the bank’s liquidity position
  • Liaise with treasurer to participate in weekly FX auctions at the central bank
  • Cross check the calculation of the daily “Feuille de Liquidites” and “Position de Change Net” prepared by Treasury Operations

ALCO

  • Assist Treasurer in the organization of monthly ALCO meetings and the preparation of ALCO reports such as
    • Assets Profile and Mix
    • Deposits Profile and Mix
    • Large Fund Providers
    • Internal Ratio Analysis
    • Cost of funds
    • +Non Earning Assets
  • Take minutes at ALCO meetings and ensure that these are circulated to members 3 days after the meeting has been held
  • Assist treasurer to monitor implementation of ALCO decisions and report on status at the next ALCO meeting

Treasury Research

  • Develop a research base of market trends that affect treasury decision making e.g inflation rates, interest rates, FX rates, treasury bill rates for both Ecobank and the competition
