Job Summary:   AVSI is seeking to recruit suitably qualified personnel for the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor to take lead in monitoring, evaluation, accountability and learning activities during the project period. He/she will ensure that the project maintains high quality data. He/she will also ensure that analysed data is utilized to support learning and adaptation.

 

Key Duties and Responsibilities:

  • Work across the team and coordinate the monitoring and evaluation of project activities in collaboration with the Programme Manager, other thematic area Advisors, and the M&E officers in the project;
  • Ensure compliance with the guidelines given by the donor for the collection, compilation and reporting of all project data;
  • Develop data collection methodologies including developing standards and handbooks, tools to manage the project database, train team members, partners or others to collect critical data and actively collect data from project activities and compile results on a regular basis to better focus project interventions;
  • In close collaboration with the other thematic area Advisors and the evaluation team conduct capacity assessments, data quality audits and research into successful interventions, identifying challenges and lessons learned;
  • Compile relevant qualitative and quantitative data as required and develop regular reports
  • Represent the project at the national, district and other external assignments for M&E related activities;
  • Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements;
  • Deliver on all planning requirements including production of annual work plans and reporting to donor, using a collaborative approach that engages staff and partners;
  • Liaise with key stakeholders including UNHCR, GoU OPM and District Local Governments;
  • Respond to donor and stakeholder requests for communication in a timely and professional manner, coaching, where applicable, senior-level team members to support in these tasks.
  • Participate in proposal development initiatives and support other project M&E processes and activities including research and learning
  • Participate in the AVSI program support initiatives as requested by the Director of Programs and or Country Representative
  • Participate in the AVSI M&E working group.




Qualifications, Skills and Experience:

  • The applicant must hold a Master’s Degree in international development, quantitative research, statistics or other area clearly relevant to data analysis and impact analysis preferred
  • Five to seven years of experience in international monitoring, evaluation, CLA, knowledge management, and research efforts for large programs
  • Proven track record of work monitoring and evaluation, data quality assessments, data validation, data audits, data collection, with particular focus on supervising and monitoring data collection activities
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
  • Demonstrated expertise in qualitative data collection, in-depth knowledge about qualitative sampling, and experienced in using interviews, focus groups, and interactive tools to generate qualitative information and analysis
  • Excellent English writing and speaking (S/4 and R/4 levels at least) as well as presentation skills. Excellent organizational and administrative skills and ability to multitasks under tight time constraints/deadlines
  • Willingness to live in North Eastern Uganda, specifically in Karamoja
