About URA:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

 

Job Summary:   The Supervisor Learning & Development will oversee the Implementation, monitoring and evaluation of staff learning and development initiatives/programs in line with the corporate strategic agenda, the HRMM, Learning and Development Policy and any other relevant regulatory frameworks.

 

Key Duties and Responsibilities:

Planning and development of learning and development programs/initiatives required to equip staff with requisite skills and competencies    

  • Analyze, and consolidate the Training needs reports from all departments ensuring alignment with the competency frameworks, departmental strategy and overall URA strategy
  • Prepare monthly and/or provide training reports to assess the effectiveness of the implementation of the training planner.
  • Oversee implementation of the URA Training Planner programs ensuring identification of trainers, program development and ensuring full enrollment of participants.
  • Manage the training support service providers to ensure timely procurement of training related services.
  • Carry out training/learning metrics and analytics to ensure effectiveness and impact of learning and development programs.
  • Oversee the Implementation of standard tax administration programs including review of curricula and content development
  • Develop a database for trainers and strategies for trainer development and accreditation to ensure relevancy of skills
  • Ensure timely roll out of all Learning and Development programs, workshops, conferences and meetings.

Monitor the implementation of knowledge management initiatives in order to enhance acquisition, retention, utilization and storage of knowledge.   

  • Implement URA knowledge retention programs to ensure corporate memory.
  • Develop, review and update knowledge repositories both physical and digital as guided by organizational needs.
  • Oversee consolidation of knowledge needs across the organization and ensure acquisition and dissemination of relevant knowledge resources.

Develop and implement programs that enhance effective leadership.   

  • Diagnose leadership development needs and deliver the appropriate trainings to address the identified leadership gaps including; design of programs, preparation of materials and identification of the trainers.
  • Design evaluation tools, assess data collected and report to evaluate the effectiveness of both the leaders and the leadership development programs.
  • Develop tools and templates to be used by line managers in coaching and mentoring as a development mechanism for line leadership.
  • Conduct trainings in coaching and mentoring for line managers.

Coordinate the Implementation of eLearning programs across the organization so as to increase training coverage at lower cost.

  • Develop guidelines for effective implementation of e-learning across the organization.
  • Integrate e-Learning initiatives with other employee processes and HR systems.
  • Develop and roll-out e-Learning modules in functional and soft areas
  • Design communications to create awareness to staff with regards to e-Learning.

Design and implement on-boarding programs to induct staff into the URA culture and develop them on their new roles, responsibilities and environment.   

  • Design and prepare onboarding program schedules and ensure they are fully communicated to the identified participants.
  • Identify and ensure appointment of facilitators to facilitate onboarding programs.
  • Ensure evaluation of onboarding programs and preparation of relevant reports.
  • Monitor and report on the coaching programs for new staff

Plan and manage the performance and development of staff under supervision so as to improve their productivity

  • Monitor Budget and resource requirements in the business unit to ensure efficiency
  • Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to staff under supervision
  • Initiate and implement activities/programs intended to create and harness teamwork in the business Unit
  • Implement succession planning and any other staff related programs as introduced and approved in the organization





Qualifications, Skills and Experience:

  • The applicant must hold an Honor’s Bachelor’s degree in Human Resource Management, Organizational Development or Organizational Psychology from a recognized academic institution.
  • At least three (3) years’ experience in implementing and coordinating Learning and Development programs or managing HR related function in a reputable organization.
  • An impeccable record of integrity.
  • Post Graduate Qualification in HR Management, Education or any other related field from a recognized academic institution.
  • Training of Trainers certificate
  • Certification in an HR related field.
  • Experience in designing learning and development programs
  • Experience in administering Learning Management Systems
  • Experience in e-Learning solutions and applying blended learning approaches
  • Knowledge of the Employment Laws of Uganda
  • Sound knowledge of training and development principles and practices.
  • The incumbent should have well conceptual, analytical and problem-solving skills
  • He/she should possess the ability to engage, influence and negotiate with management, staff and other stakeholders
  • The incumbent must have good communication and presentation skills
  • Ability to analyse and conceptualize impact of training on the business operations
  • Ability to deliver training programs and facilitate learning (through courses and through other interactions with staff and managers)
  • The incumbent should have good interpersonal skills
  • The incumbent should have an impeccable record of integrity
  • The incumbent should have self-drive and a passion for timely results
