Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.

 

Job Summary:   The Program Officer – HIV Testing Services & Key Populations will coordinate and oversee MUWRP PEPFAR program support to provision of the HIV Testing Services (HTS) and Key population package in Buvuma district. This will include; HTS demand creation and linkage to care and treatment; improve HIV case identification especially for the hard to reach/hard to find sub populations, site support to implement high yield HTS modalities, site/tester certification requirements and coordination of all HTS providers in MUWRP catchment area to ensure targeted and coordinated testing. H/She will work with teams to provide technical guidance for improvement of the HTS program as aligned to MoH and PEPFAR strategies and objectives.

 

Key Duties and Responsibilities:

Planning:

  • Participate in program workplan and budget development.
  • Contribute to target setting for planning and monitoring.
  • Provide technical guidance to sub-grantees for work plans and budget development.

Capacity Building and Technical Assistance:

  • Coordinate and participate in capacity building for district, health facility, and sub-grantee teams.
  • Contribute to strengthening initiatives for key population (KP) and HIV Counseling and Testing (HTS) programs.

Program Implementation:

  • Implement KP and HIV counseling and testing activities as per the approved program workplan.
  • Provide technical and supervisory support to facilities and sub-grantees for effective program implementation.
  • Collaborate with district and ministry technical teams for project implementation.

External Engagement:

  • Represent MUWRP in related external engagements, meetings, and workshops.
  • Identify and address quality gaps and ensure proficiency testing for testers.

Program Monitoring and Reporting:

  • Actively contribute to the development of data collection tools and indicators aligned with program goals.
  • Collect and report accurate, consistent, and timely programmatic data.
  • Participate in performance reviews and quality assessments.
  • Take part in SIMS assessment visits and follow-up remediation.

Knowledge Sharing and Learning:

  • Identify, document, disseminate and scale up best practices and innovations in KP and HTS programs.
  • Perform other assigned duties.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in nursing, social sciences or other relevant field.
  • Master’s degree in Public health from a recognized University is an added advantage. Diploma in HIV Counseling is added advantage
  • Additional training in Consolidated guidelines for the prevention and Treatment of HIV and AIDS in Uganda will be an added advantage.
  • Three years of working experience of implementing HIV prevention programs
  • Excellent written and oral communications skills.
  • Ability to work collaboratively and independently to achieve set goals.
  • Ability to meet very tight deadlines.
  • Ability to permanently reside in Buvuma
  • Ability to frequently travel to the MUWRP PEPFAR supported sites in Kayunga, Mukono, Buikwe and Buvuma Islands.
