About URA:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

 

Job Summary:   The Manager PR & Communications will develop, implement and manage a communications strategy, frameworks, and programs to strengthen credibility, enhance URA’s corporate brand and foster sustainable stakeholder relationships that bolster URA’s image and visibility.

 

Key Duties and Responsibilities:

Manage the implementation of Public Relations Visibility interventions, programs, and corporate events to enhance URA’s visibility and corporate image

  • Plan, organise, coordinate, and execute public relations and visibility interventions
  • Coordinate, develop and implement the Corporate events plan to enhance URA’s visibility and Corporate image.
  • Allocate resources provided in the budget to facilitate events and approve payments for services provided
  • Liaise with PDU to procure service providers and communicate the required service standards.
  • Oversee the organisation’s protocol at corporate events
  • Carryout post-event evaluations to assess success and identify areas of improvement
  • Coordinate the development and implementation of Branding, Media Management, Events Management and Corporate Social Responsibility plans to promote the visibility of URA.
  • Monitor framework contracts of PCA service providers to ensure efficiency, value for money and timely delivery against set targets.

Coordinate the development of customer care initiatives that enhance clients’ satisfaction and compliance

  • Engage the teams to Identify key service management initiatives that can drive the organisation to meet its client needs
  • Coordinate the development of client service standards and the taxpayer’s charter
  • Monitor the organisation’s delivery of services in line with client service standards and the taxpayer’s charter and give feedback to the responsible Departments
  • Establish the level of clients’ satisfaction towards URA’s service delivery through periodic surveys

Manage and coordinate URA’s stakeholder engagements to enhance the taxpayer expansion drives

  • Coordinate the development of the URA stakeholder matrix in consultation with all URA departments
  • Coordinate and identify key stakeholders to be engaged and recognised as partners in developing and delivering URA’s strategic goals.
  • Monitor the Memoranda of Understanding to enrich an in-depth understanding of the relationships within the portfolio.
  • Participate in engagements with the identified stakeholders to seek their buy-in
  • Analyse requests from stakeholders and schedule engagements to address their needs
  • Present to stakeholders, including delegates, during benchmarking visits.

Manage corporate communication to ensure that information disseminated to both internal and external stakeholders is consistent and appropriate

  • Develop marketing and communication plans for internal and external audiences
  • Coordinate the development/review of, among others, the URA communications and social media policies and coordinate activities to popularise them.
  • Address press conferences and respond to stakeholder requests, inquiries and complaints on behalf of the organisation
  • Develop initiatives on crisis management to protect the image of URA
  • Identify and coordinate capacity-building programs for URA Spokespersons to enhance the proper flow of communication to the public.
  • Analyse relevant communication trends and developments in the local, regional and international markets and provide timely updates

Implement strategies that promote the URA brand and monitor its users to   enhance the corporate image and visibility    

  • Coordinate the development/review of the URA Corporate Social Responsibility policy and coordinate activities to popularise it.
  • Coordinate the development of concepts and campaigns and approve budgets for the different brand initiatives.
  • Mobilize staff to participate in URA corporate brand promotion events.
  • Coordinate the review of the URA Corporate Brand Manual and develop plans to sensitise staff on the usage of the corporate brand.

Plan and manage the business unit’s and staff’s performance under supervision to improve productivity and efficiency.

  • Develop and monitor a Business Unit Work plan
  • Coordinate the development/review and implementation of Service Level Agreements, guidelines and standard operating procedures.
  • Manage and monitor staff performance with all staff under supervision and provide guidance and periodic feedback for performance improvement.
  • Prepare and submit weekly, monthly, quarterly and annual reports.
  • Manage staff motivation interventions in line with the set procedures.
  • Develop and update the risk register for the business unit.
  • Document and review the section business processes.
  • Manage staff capacity development and training.
  • Respond to audit queries regarding the business section and update the Audit system.





Qualifications, Skills and Experience:

  • The applicant must hold an Honor’s Bachelor’s degree or equivalency of a Master’s degree in; Communication, Marketing Business Administration, or International Relations from a recognised academic institution.
  • At least three (3) years of working experience in Public Relations one (1) of which should have been attained at the supervisory level from a reputable organisation.
  • An impeccable record of integrity
  • A Postgraduate Qualification in; Marketing, Communication, Business Administration, or International Relations from a recognised academic institution.
  • Leadership training
  • Membership to the Public Relations Association of Uganda or any other PR-related association
  • Good understanding of the Public Relations processes and procedures,
  • Good understanding of Media Management, Communications, Brand Management and CSR processes and procedures.
  • Creativity and innovation capability
  • Strong problem diagnosis and solving skills and a quick decision maker
  • Strong conceptual and analytical skills
  • Proactive with the ability to work under pressure and minimum supervision.
  • Excellent interpersonal relationship and networking skills
  • Ability to develop others through coaching, mentoring and guiding the professional growth of staff under supervision
  • Ability to communicate with impact and lead with influence.
  • Empathetic and emotionally intelligent
  • Should be agile and results-oriented
