Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary:  The Community M&E Officer will be responsible for day-to-day implementation of community M&E activities at supported CSOs and HFs. S/he will ensure timely and quality submission of periodic community reports for the project and support implementation of all electronic databases.

 

Key Duties and Responsibilities:

  • Periodically prepare and update the community workplans and Performance Monitoring Plan (PMP) to track program performance in the supported CSOs and health facilities in relation to set targets.
  • Support timely and accurate submission of community reports (VMMC reports, community-facility framework reports, BBC reports, DSDM reports, CoT reports, community 106a) in national and other project reporting systems.
  • Provide timely feedback to cluster, district, and health facility teams through performance review meetings to track community project performance and implementation of action plans.
  • Implement community data quality improvement initiatives including monthly district data cleaning, validation, internal and external SDQA measures and track actions for identified gaps.
  • Build the capacity of CSOs teams, cluster staff and district health workers in community M&E aspects including data capture, data management, collection, analysis, reporting, and data use.
  • Support retention (bring back to care) activities and DSDM integration in supported facilities and CSOs for improved ART clients management and outcomes.
  • Provide technical support for operationalization of the community computer systems including KP Tracker, PrEP, PIRS, DHIS2, YAPS MIS, TB ecbss, VMMC Tracker, Community health information management system.
  • Support implementation of mortality surveillance system at community and supported health facilities including data entry and reporting (line listing of facility deaths, entry of VHT reports, death audits reports, form 100, verbal autopsy data entry etc).
  • Oversee community data security and equipment safety measures (EMR data backup, computer passwords, lockable rooms, ICT inventory management) at all supported HFs and CSOs.
  • Ensure availability of necessary community data tools to all supported CSOs and health facilities and provide technical support for data capture, data management, data collection & reporting.
  • Support CSOs and facilities to develop and maintain proper filing, storage, and retrieval systems of client’s records.
  • Support the YAPS M&E tools supplies and oversight on M&E related deliverables for the YAPS Model like reporting and YAPS MIS form entry.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s (honors) degree in statistics or any other related degree with a PGD in monitoring and evaluation.
  • Three years of relevant working experience.
