Reports to: Country Logistics Manager

Length of Contract: 12 months renewable subject to Performance & availability of funds

Start Date: January 2024

HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.

 

Key Duties and Responsibilities:

ICT Support

Operational Implementation

  • Performs the initial installation of individual computer and/or telephone equipment (hardware and software)
  • Installs regular updates (OS, etc.) and ensures that the workstations are up to date

Support to the users

  • Handles incidents on-site or remotely, related to: software, workstations, and phones
  • Conducts a preliminary analysis of incidents and resolves simple malfunctions
  • Identifies and suggests possible preventive solutions
  • If the request falls within the Headquarters’ scope (unallocated license issue, HIRA rights management, unfixable local Office365 account problem, etc.), transfers it to the Headquarters and follows up on it
  • Assists in familiarizing users with installed equipment and software
  • Writes procedures and maintains a documentation repository
  • Manages the computer equipment connected to the network(s)
  • Maintains inventory records
  • Tracks the evolution of equipment and internal procedures related to the hardware lifecycle (loan, transfers, etc.)
  • Optimizes workstations

Administration of IT Infrastructures

Standards and Expertise

  • Validates the feasibility of deployments, installation, and integration of new tools and hardware into the infrastructure (firewalls, WIFI access points, routers, etc.)
  • Ensures compliance with HI standards
  • Follows the process for validating parameter changes
  • Based on HI standards, provides recommendations for future developments in advance of budget preparation for the following year
  • Performs the initial installation of infrastructure equipment
  • Establishes and maintains means/procedures for monitoring infrastructure equipment
  • Creates the incident recovery plan document based on the “SLA” agreed upon with the management
  • Maintains the IT infrastructure in operational condition
  • Updates firmware of the infrastructure annually and in case of identified security vulnerabilities
  • Ensures infrastructure supervision and keeps logs up to date
  • Maintains the Infrastructure Equipment Configuration File up to date

Information Systems Security Management

  • Operational Implementation
  • Executes the local Cybersecurity Awareness Plan and evaluates its impact.
  • Serves as the focal point to the users, for Cybersecurity.
  • Manages two phishing campaigns per year (in collaboration with HQ).

Deployment of IT Projects

  • Operational Implementation
  • Deploys local IT projects and local instances of global IT projects.
  • Manages the project schedule, budget, and resources related to deployment projects

Follow up the organization of HI equipment, use and maintenance

  • Organize the equipment allocation in collaboration with Logistic Manager
  • Identifying and suggesting adapted equipment to the logistics manager
  • Organize the installation, maintenance/reparation, monitoring and traceability of equipment
  • Follow up the Equipment Distribution and Retrieval to or from staff
  • Producing documents record for Distribution and Retrieval of each piece of equipment
  • Follow up new equipment data entry registration into EMC
  • Update Equipment Monitoring Chart (EMC) at situational basis
  • Conduct regular Physical Equipment inventory every 6 months and update the EMC.

Organization of Fleet / vehicles and of any other means of transport in term of allocation, use and maintenance management at Capital Level and to support the Fleet and vehicle Organization from Site and Sub Offices;

  • Receive and follow up the Travel and event Request (TER)
  • Follow the management of vehicles and other means of transport rules and regulation
  • Follow up the booking & Scheduling of Vehicle, Flight and other means of transport,
  • Assist the flight departure and arrival agreement (drop/ pick-up, taxi ..etc)
  • Maintain daily Fleet (vehicle and Flight) Tracking & Monitoring Board
  • Communicate the vehicle or Flight reservation in close collaboration with passengers
  • Do regular vehicle Logbook Check and monitor the vehicle movement
  • Follow up vehicle maintenance, repair, cleaning and other servicing required
  • Follow up the vehicle fueling supply and compile monthly fuel & Others expenses report.
  • Perform training to drivers (logbook, road safety, basics maintenance)
  • Provide vehicle minimum standard kits, tools and document
  • Follow up the regular vehicle documentation renewal,
  • Update Vehicle Monitoring Chart (VMC) at monthly basis

Organization of general all base premises supply / services and facilities (Office, staff accommodation, storage facilities, vehicle parking)

  • Seeking and identify any potential premises (accommodation, Office and Storage)
  • Carry out the fitting out, servicing and maintenance of the premises
  • Perform inventories with Landlords for office and expatriate’s houses
  • Follow up the regular premises rent and utilities payment
  • Organize repairs of all premises including the supervision of casual workers
  • Ensure the security of the premises (locks, guards, guard schedule, and etc.)
  • Assist on the logistical organization of project seminars and training
  • Provide the relevant premises supplies
  • Carry out the logistical organization of seminars/trainings
  • Reservation of accommodation for travellers and visitors,

Managing base team under his/her line managing (Driver & Guard)

  • Follow up the logistical support functions team (drivers and Guards),
  • With Log Manager to produce work objective setting and carrying out appraisal assessments
  • Managing staff leave and temporary replacement for the duty
  • Disciplinary measures

Respect for HI identity, rules and policies;

  • Know, understand, apply and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
  • Know, understand, apply and respect HI security rules and make sure they are known, understood and used by their team
  • Emergency preparedness and response
  • Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.





Qualifications, Skills and Experience:

  • The applicant must hold a B.Sc. Degree in Computer Science/Information Technology or related field
  • At least three (3) years’ experience in a similar role
  • User support management
