About the Role

GOAL Uganda is seeking a driven and proactive individual to work as the Financial Controller in Kampala to oversee the financial management, internal control systems, partnership finance, management of funds and statutory requirements of the country programme.

 

Reporting to the Country Director (CD), the Financial Controller will be responsible for timely submission of monthly management accounts to GOAL Head Office (HO), donor reports, statutory reports and other ad hoc reporting to relevant authorities, as well as budget preparation and monitoring of the programme spend. The Financial Controller will work on strengthening finance procedures and developing the capacity of the finance team. As a key member of the senior management team (SMT), the Financial Controller will contribute to the overall risk management, development and running of the country programme.

 

Key Duties and Responsibilities: The key responsibilities of the role will be:

Financial Management

  • Ensure proper financial systems, in Kampala and across all field locations, are in place and implemented   to accurately record expenditure.
  • Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organization.
  • Ensure appropriate cash management procedures are in place and operating effectively.
  • Ensure monthly forecasts of funds and budget spend information as required by GOAL Head Office is provided and there is adequate cash and bank levels in all field sites.
  • Review monthly management accounts including donor status reporting for submission to GOAL     Head Office, adhering to strict deadlines.
  • Establish cost allocations basis among donors, review monthly and ensure fair allocation.
  • Prepare the financial sections of donor proposals, budgets, and reports, adhering to deadlines.
  • Prepare GOAL Uganda year end financial statements and lead year end audit in accordance with GOAL Dublin’s Audit Guidance document.
  • Adhere to GOAL’s Finance manual, donor, and regulatory requirements.

Budget management

  • Lead the preparation, consolidation and monitoring of GOAL Uganda’s annual and rolling budgets.
  • Monitor and ensure programme and administrative spending on donor budgets are in line with the agreed budget and within donor acceptable variances using the Budget Monitoring Tool (BMT).
  • Review programme and administrative budgets and identify potential under or over-spends and liaise with Programmes Director, Systems Director, and donors as to the required action needed (e.g. No-cost extensions, budget re-allocations, etc).
  • Manage the BMT Process and conduct monthly BMT meetings.

Partnership Finance Management

  • Coordinate and review financial pre-award and due diligence assessments of new partners.
  • Ensure periodic partner management accounts are reviewed and partner spend is in line with agreed activities and in adherence with GOAL and donor requirements.
  • Manage payment process to partners.
  • Ensure timely financial checks are performed on partners and action points raised are followed up and addressed.

Internal Controls and Compliance with Donor and Regulatory Requirements

  • Ensure compliance with accounting procedures and policies across the GOAL Uganda country programme and actively monitor internal controls to minimise risk to the organisation.
  • Ensure audit control file is maintained and up to date.
  • Keep abreast of taxation requirements and changes in taxation law ensuring compliance with local regulatory issues and timely submission of tax returns.
  • Ensure timely submission of statutory filing obligations to Uganda Regulatory Bodies (eg. URSB, NGO Bureau, FIA etc).
  • Ensure bank mandates are kept up to date, changes are made timely and required documentation is filed externally and internally.
  • Ensure preparation and retention of documentation to facilitate the annual external audit, donor audits, internal audits, and revenue audits.
  • Adhere to donor compliance and contractual guidelines in spending of and preparation of financial reports and information for the donor.
  • Conduct finance checks to ensure procurement procedures are completed with all payments and are supported by appropriate documentation in line with GOAL policies and procedures.
  • Ensure commitments and payments by GOAL Uganda are compliant with local tax.
  • Visit partner and field offices regularly to ensure partners and field staff are complying with all GOAL/ donor procedures.

Finance / Logistics Crossover

  • Ensure assets and equipment listed on the financial transaction list match the Fixed Asset Register (FAR) and liaise with Logistics monthly to update donor details and finance payment references.
  • Review half year and year end stock takes and ensure donor details and stock valuation is accurate.
  • Ensure Order Tracking Sheet (OTS) and Contract Management Database (CMS) are updated with correct donor and payment details.
  • Ensure Donations and Distributions in Kind are recorded on a timely basis, and all supporting documentation is filed.

Human Resources and People Management

  • Review payroll monthly and ensure compliance with tax and local labour laws.
  • Provide support to the Head of HR on personnel and staff issues which have financial implications.
  • Responsible for ensuring finance team structure is appropriate for the needs of the country programme and roles and responsibilities are well defined.
  • Supervise the Finance team and provide training and capacity of finance and programme staff in financial issues.
  • Lead on performance management of the finance team ensuring clear objectives are set, performance management processes are followed, professional development plans are in place and any personnel issues are managed in consult with HR.





Qualifications, Skills and Experience:

To be successful in this role, you will need:

Essential Criteria

  • A Qualified Accountant with an internationally recognized organization (ACA, ACCA, CIMA, CPA or equivalent).
  • At least eight (8) years relevant experience with a minimum of four (4) years at senior management level with an international NGO.
  • Experience in dealing with institutional donors such as Irish Aid, USAID, EC.
  • Advanced level of Excel and experience with Sage or a similar accounting package
  • Demonstrated experience in budget management and monitoring.
  • Management experience with a demonstration of analytical and conceptual skills to plan projects, timetable agreed activities and manage a finance team.
  • Strong ability to work in a highly pressured environment, with high levels of deliverables required on a continuous basis.
  • Excellent capacity building skills – the ability to work with people of different technical abilities and support them to gain confidence in areas of expertise.

Desirable Criteria

  • Experience in dealing with donors such as the MasterCard Foundation, charity: water and other foundations an advantage.
  • Excellent communication skills.

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

 

GOAL Uganda has a skilled team of approximately 120 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Budaka, Kabarole, Moroto, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
